You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the Navy Continuous Training Environment (NCTE) Program and Navy Tactical Training Ranges of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will perform Information Technology Asset Management (ITAM) support functions for the Navy Enterprise Tactical Training Network (NETTN), including tracking and reporting of information Technology (IT) assets. You will maintain the NETTN equipment inventory database, track, assist, and perform functions during inventory verifications at geographically dispersed host sites. You will maintain communication and collaborate with Local Inventory Control Managers for NETTN sites. You will identify and document procurement dates for NETTN hardware and assist in tracking/reporting the status of LCM initiated Bills of Materials to support reporting requirements. You will collect data to support planning for current and future supply chain requirements to meet operational needs within a security focused IT environment. You will collect and analyze performance measures of suppliers. You will develop local Standard Operating Procedures (SOP's) and assists in preparing Enterprise Life Cycle Sustainment Plan. You will conduct short, mid and long-term actions to support advanced planning for sustainment and accountability of assets. You will assist enterprise-wide resource management and planning, utilizing standard government analysis tools. You will collect and provides data to include demand history, program requirements, NETTN operations, procurement lead-time, current stock levels and other factors for the determination of those that may impact procurement decisions. You will conduct logistics planning, interacting and coordinating with stakeholders including IT, engineers, scientists, and customers to balance competing priorities including system security, customer requirements and resource constraints. You will use a range of well-established and commonly applied inventory principles, standard and nonstandard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in structure of the organization. You will actively engage customers to ensure NETTN Enterprise Management Plans and DoD/DON IT inventory management policies are adhered to.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at the next lower pay band, NT-03 (GS-09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing information technology assets, including tracking and reporting to develop standard operating procedures (SOP's), assist in preparing sustainment plans, and ensure policy compliance for the sustainment of a life-cycle management program. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
  • LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.
