About the Position: Provide subject matter expertise, examines and analyze applications for the correction of military records and presents comprehensive summaries of cases to the Army Board for Correction of Military Records (ABCMR). The ABCMR, on behalf of the Secretary of the Army, serves as the highest administrative level for review of personnel actions taken by lower levels of command.
Duties
Review formal applications to the Board, reports, investigations, and recommendations resulting from investigations for soundness of judgment, to determine if jurisdictional and procedural requirements have been met.
Determine the appropriateness of any recommendations or advisory opinions obtained from the applicable Army organization.
Adjudicate independent-of-the-Board requests for reconsideration of cases closed by denial of a formal hearing.
Review Whistle Blower Protection Act cases requiring review of the report of investigation prepared as the result of DoD or HQDA Inspectors General (IG) investigations into an applicant's allegation of reprisal.
Coordinate with applicants and attorneys to affect a satisfactory solution to matters referred by the Department of Justice and The Judge Advocate General wherein the Department is a defendant in cases pending before Federal Courts.
Represent the Secretary of the Army when discussing cases with an applicant's counsel or members of Congress.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret Security Clearance.

Specialized Experience: One year of specialized experience which includes conducting analysis of applications for the correction of military records; providing oral and written responses to various agencies on applications and/or complaints; and presenting findings and decisions in a clear and concise response. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
