You will serve as an UTILITIES AND ENERGY MANAGER in the UTILITIES AND MANAGEMENT BRANCH of NAVFAC SOUTHWEST. Public Works Department, VENTURA.
Duties
You will implement policies, controls, and operating procedures for the overall planning, direction, and timely execution of assigned utilities programs.
You will confirm utility outages are coordinated to facilitate timely project completion.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Lead NAVFAC utilities project development including conceptual analysis, feasibility studies, solicitation development, and overall business agreement execution and long-term management; 2) Manages overall policy and program formulation, planning and operation to accomplish the utilities support mission; 3) Assigns and defines duties and responsibilities of subordinates; delegating specific authority to personnel for carrying out their respective responsibility; defining functions and operations of the Utilities department; establishing internal policies, operational guidelines and procedures; and establishing guidelines for work performance; 4) Coordinates with local utility companies to provide consistent, effective and efficient utility services; 5) Develops and justifies resources and annual NWCF budget requirements and is responsible for assuring compliance with regulations governing budget, accounting, and expenditure of public money and material for which the Utilities department has responsibility; and 6) Provides information on the medium and long-range development of the regional DOD complex as it relates to utilities availability and economic trends.
