You will serve as the Installation Environmental Program Director (IEPD) in the Environmental Division of the Public Works Department, NAV FACILITIES ENGINEERING COMMAND SE. I

Duties

You will coordinate actions with government and regulatory agencies, responsible parties, and contractors to meet the compliance requirements of environmental statutes and regulations. You will advise others on the implementation of environmental engineering or scientific policy and programs that comprise a spectrum of environmental issues that affect public health (e.g., air quality, wastewater, hazardous waste). You will justify and allocate funding for use to promote or achieve environmental compliance. You will assess and review performance objectives and provide feedback to personnel. You will oversee the compliance with environmental laws and regulations to reduce impact on installation operations. You will supervise and lead others by motivating them towards a common goal.

  • A Professional Engineering (PE) License is required for the Environmental Engineer position.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For Environmental Engineer (0819 series) position, you will be required to possess and maintain a current registration as a Professional Engineer (PE) Qualifications This position has a Selective Placement Factor (SPF) if applying for the Environmental Engineer (0819) - current registration as a Professional Engineer (PE) in any state, District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application. In addition to the Basic Requirements or Selective Placement Factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Interpreting environmental laws, regulations and policies to ensure technical compliance with regulations; 2) Providing counsel and mentoring to lower graded professionals/technicians in the administration/management of an Environmental Program; 3) Providing input for programming, budgeting and execution of environmental programs; 4) Conducting environmental inspections to identify issues and provide recommendations for mitigation of those issues; and 5) Preparing and present reports, statements, spreadsheets and correspondence, using data from automated systems, related to environmental compliance/status. For GS-1301 Series:
Successful completion of a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
OR
A combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For 0819 Series:
Successful completion of a professional engineering degree.
OR
Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE)
OR
Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico The FE examination is not administered by the U. OR
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)
OR
Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

For GS-0401 series:
Professional Biological Science Series: Have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position
OR
ave a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that I possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above.
