About the Position: This position is with the U.S. Army Medical Command (MEDCOM), Health Care Acquisition Activity (HCAA), Center for Health Care Contracting, located at Fort Sam Houston, Texas. This is an Acquisition Workforce Demonstration Project position.

Duties

Provides Technical guidance to headquarters and or installation analysts such as solutions to complex problems, guidance/solutions on unprecedented problems requiring decisions based on vague or conflicting guidelines for contract price/cost matters Analyzes the reasonableness of contractor’s proposed cost/price for use in preparing for complex negotiations for an organization. Serves as principal advisor for cost and pricing associated with complex contracts. Performs analysis of reports to evaluate contract costs and establish price negotiation parameters for an organization. Analyzes and evaluates cost and pricing data elements to determine price reasonableness for acquisitions with limited precedent data available.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.
  • This position requires the incumbent to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This is an Army Acquisition Workforce (AWF) position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Experience providing contract price/cost analyst functions with source selection and 2) Serving as a technical expert for a command/organization providing contract cost and price analyst in support of procurement for major complex systems and services and 3) Providing critical and complex decisions for an organization such as; financial analysis and capability determinations; working on resolving financial- and pricing-related problems and issues; developing new approaches for analysis and problem resolution and advising on complex consolidated contracts/procurements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH 02/GS 11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
