About the Position: Join us at the United States Southern Command. We provide direct support to a four-star unified Combatant Commander but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations. Our contribution to furthering our country's relationships with South and Central American nations and peoples are substantial.
Duties
Responsible as a lead doctrinal developer and analyst, expert researcher, and author of strategic, operational, and tactical joint doctrine and publications relevant to Civilian Harm Mitigation and Response Program (CHMR).
Conduct substantial research and rewriting to organize, balance, and complete deficient doctrine, manuals, guides, and reports.
Continuously review published materials and recommend revisions or changes in scope, format, content, and methods of reproduction on a regular and recurring basis to ensure USSOUTHCOM material and information is up to date.
Coordinate with the USSOUTHCOM staff to explicitly incorporate CHMR considerations in operational and contingency plans involving allies and partners, coalition campaign plans, and other similar planning documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position is a Testing Designated Position (TDP) subject to a pre-employment screening, and random testing. The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes experience researching laws, doctrines, and other pertinent information to develop a variety of publications or provide input to staff, and subordinate leadership on operational policies and regulations. Experience in a variety of office administrative hardware and software such as process mapping, presentation, document management, office suite applications, and desktop publishing. Experience in the unique functions of organizations/departments and their relationship to doctrinal development and management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
