This position is located in the Branch of Wildland Fire and Aviation in the Regional Office. This position will support the Region and its wildland fire prevention and mitigation programs. Whiskeytown National Recreation Area will host this position. One position is available.

Duties

Implement and promote a wildfire prevention (reducing unwanted human-caused ignitions) and, a mitigation (reducing damage and loss from wildfires that do occur) program, and education (including the multiple benefits of wildland fire) program and facilitates or provides support for fire investigation at the unit and agency level. Serves in a key technical fire prevention position as a part of a regional level wildland fire management organization and supports the Wildland Fire Staff in planning and coordination within the prevention program. Leads the development, coordination, and dissemination of internal and external information pertaining to wildfire prevention and mitigation activities at the regional level. Provides wildfire prevention and mitigation expertise by representing the unit at local, state, and regional/national/tribal forums, establishing, and maintaining active involvement with other cooperating agencies regarding wildfire prevention and mitigation programs. Provides Region and Park Level Duty officer coverage and mobilizes to park units to provide support during fires, step-up and severity. The incumbent strategically communicates with natural resources and wildland fire specialists to develop and ensure dissemination of wildfire prevention and mitigation materials and program expertise to all supported programs. Full performance level of this position is GS-0456-12 Conditions of Employment, continued: Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. The Work Capacity Test (WCT-Pack Test) as a method for assessing an employee's fitness levels for fire qualifications in the positions covered by this recruitment notice. Employees required to pass a WCT-Pack Test as a "condition of employment" will be provided one opportunity to pass the required test with a second chance provided at the discretion of management based on the results of the first test. This recruitment notice constitutes the required 30 days advanced notice for testing requirements. NOTE: Arduous fitness (WCT-Pack Test) will consist of completing a three-mile hike, within 45 minutes, while carrying a 45 pound pack. A time of 45 minutes, the passing score for the test, approximates an aerobic fitness score of 45, the established standard for firefighters. Applicants shall be disqualified for appointment if they fail to meet any physical requirement.

Qualifications

All qualifications must be met by the closing date of this announcement-07/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Selective Factor: The applicant must have possessed all of the following National Wildfire Coordinating Group (NWCG) incident management qualification requirements to be considered eligible for this position: Incident Commander Type 3 (ICT3) - AND - Selective Factor: Substantial Wildland Fire Experience: This is an administrative position in an organization having a firefighting mission and is clearly in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE. Wildland firefighting experience is required to meet qualifications for secondary (administrative) covered positions. The Department of Interior defines wildland firefighting experience as: On-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fires as follows: Wildfire: Unplanned ignitions or prescribed fires that are declared wildfires. Prescribed Fires: Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience. You must clearly demonstrate this experience in your resume, including the months, days and hours per week at which the work was performed in order to be considered. -AND- To Qualify for the GS-0456-11 Grade Level: If you are a current or former federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-09 grade level in Federal Service. Examples of specialized experience include, but not limited to: writing and implementing plans for wildland fire mitigation; developing and coordinating information pertaining to wildfire prevention and mitigation activities; coordinating wildland fire educational programs with other agencies, institutions, and/or communities; serving as a spokesperson on controversial issues or policies to media, interest groups, public, and government officials; developing prevention campaigns for wildfire causes and works with Region/National Safety and Fire investigators on wildfire and accident investigation facilitated learning analysis teams (FLA) and serious accident investigation teams (SAIT). -OR- If you have never been or are NOT a current federal employee who served in a competitive or excepted appointment, your resume must show that you have one year of specialized experience equivalent to the GS-10 grade level in Federal Service. Examples of specialized experience include, but not limited to: writing and implementing plans for wildland fire mitigation; developing and coordinating information pertaining to wildfire prevention and mitigation activities; coordinating wildland fire educational programs with other agencies, institutions, and/or communities; serving as a spokesperson on controversial issues or policies to media, interest groups, public, and government officials; developing prevention campaigns for wildfire causes; and acting as a wildland fire investigator and supporting the district fire trespass program; and providing training and guidance to staff in parks within the Region on Prevention and Mitigation. Leads accident and wildfire FLA and SAIT teams. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
