WHAT IS THE EDI-EQUITY, DIVERSITY, and INCLUSIONDIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: EDI-Equity, Diversity, and Inclusion The following are the duties of this position at the full working level. The incumbent is a Management and Program Analyst with responsibility for administration of the Federal Relay Service. As such, the incumbent ensures that the Agency provides functionally equivalent communication access to those with hearing and vision disabilities so that the general public and employees may conduct business in support of the Agency's mission. In this capacity, also serves as liaison to other Federal Agencies and contractors involved in administration of the FRS at the IRS. Serves as principal point of contact for the agency on FRS matters and has responsibility for studying, evaluating, and subsequently providing policy and procedural recommendations concerning FRS program planning and execution, review and analysis, funding, and reporting. Works with management to coordinate a focused and well-balanced approach of aligning the FRS program to current IRS and EDI missions and objectives. Promotes awareness and integration of FRS into IRS programs. Works with other organizations to integrate FRS technology most effectively. Analyzes and interprets program guidance from Treasury, Federal Communications Commission, Office of Personnel Management and General Services Administration. Makes recommendations for internal policies, guidelines, and standard operating procedures relating to the FRS. Develops and reports statistics related to FRS and its projects. Communicates analytic solutions to technical and non-technical stakeholders, including during executive- level and/or cross-agency meetings, in a clear and effective manner using oral and written communications. Performs quality reviews of interpretive services provided by contract vendors for the deaf and hard of hearing to ensure that they meet the standards required to provide communication access. Directs, plans and coordinates complex analyses of planned or proposed FRS contract(s) which consider factors such as: impact on customers, other programs and policy and procedural changes, staffing, training and support requirements, risk factors, costs and available alternatives.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience using and applying analytical and evaluative methods and techniques, qualitative and quantitative, sufficient to assess and measure program development and/or execution. Experience recommending strategies to improve organizational effectiveness and efficiency. Experience applying analytical skills in order to research, collect, organize, analyze, and interpret voluminous and conflicting data to form meaningful opinions using multiple and unique approaches and disseminate significant amounts of data with attention to detail and accuracy. Experience with external/internal regulations, policies, and standards such as the ADA (Americans with Disabilities Act), ADA as amended, Rehabilitation Act of 1973, Executive Order EO 14035- Diversity Equity Inclusion in the Federal Workforce, OSHA (Occupational Safety and Health Act), FMR (Federal Management Regulations), and procurement regulations sufficient to ensure actions, advice and guidance complies with established rules and laws. Experience with Federal and agency contract laws, regulations, and procedures applicable to perform and/or participate in all phases of the acquisition process, from requirements definition through contract completion, including but not limited to requirements definition, acquisition planning, documentation preparation, and contract administration. Typical contract requirements include technical, analytical, advisory and services. Experience working to recognize, interrelate, and analyze raw data originating from multiple sources within and outside of the Service, and to represent it effectively both orally and in writing. Experience with data analytics tools, software, and spreadsheet programs to develop summaries, reports, models, analyses, and visualizations of data for use in presentations to management and other involved parties. Experience applying project management duties to effectively coordinate and integrate project objectives. Experience establishing and maintaining effective working relationships with stakeholders, partners, or customers from a variety of backgrounds and executive levels both within and outside of the Service. Experience with oral and written communication methods and techniques to communicate analyses effectively. Experience using the American Sign Language (ASL) fluently. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected. If the position has specific education requirements and you currently hold, or have previously held, a position in the same job series with the IRS, there is no need to submit a transcript or equivalent at this time. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
