This position is located in Region One, Mitigation Division, Floodplain Management & Insurance Branch. The ideal candidate for this position will demonstrate experience in the administration of the National Flood Insurance Program at the local, State, Tribal, or Federal Level; and be able to communicate to stakeholders concerning complex and technical issues; experience conducting research and drafting technical findings.
Duties
In this position, you will promote the National Flood Insurance Program (NFIP), which has a goal to reduce the impact of flooding on private and public structures by providing affordable insurance for property owners. The NFIP encourages communities to adopt and enforce floodplain management regulations, which mitigates the effects of flooding on new and improved structures and helps communities reduce the socio-economic impact of disasters by promoting the purchase and retention of insurance through the NFIP. The qualification requirements listed below must be met by the closing date of this announcement.
To qualify for this position at the GS-9 level, you must possess one full year of specialized experience equivalent to at least the GS-7 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Communicating facts, decisions and policies in oral and written communication to diverse audiences; and,
Coordinating with State, Local, or Tribal governments regarding mitigation topics.
OR
Master's or Equivalent Graduate Degree
OR
2 full years of progressively higher-level graduate education leading to such a degree
OR
LL.B. or J.D., if related,
OR
Combination of education and experience.
To qualify for this position at the GS-11 level, you must possess one full year of specialized experience equivalent to at least the GS-9 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
Assisting in administering components of the National Flood Insurance Program or floodplain management and insurance efforts; and
Analyzing policies or procedures to identify trends and providing recommendations for improvement.

Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree,
