About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Network Enterprise Technology Command (NETCOM) Headquarters, in Fort Huachuca, AZ.

Duties

Serve as an expert systems engineer and subject matter expert responsible for total information systems engineering in the design, implementation, operation, integration, testing, and sustainment of DODIN-A IT systems and networks. Resolve difficult and controversial technical issues as related to the development, design, standardization, sustainment, and integration of existing and new enterprise system and network capabilities. Review and analyze user operational requirements for technical definition and evaluate performance/cost trade-off in the determination of system design. Provide network/systems engineering planning, analysis, development, implementation, integration, security, sustainment, and management of assigned IT systems used to enable and secure Enterprise DoD-Army capabilities and service. Respond to questions and issues involving other disciplines such as electrical, environmental control, and security to evaluate whether facilities will accommodate system and subsystem requirements. Plan, develop, and provide technical analyses of preliminary and detailed systems design, thereby creating total concept plans inclusive of overall system/network architecture and detailed site-by-site engineering installation packages. Perform site surveys and prepares necessary criteria, procedures, reports, and plans for successful conduct of the program/project with consideration given to site preparation, facility validation, installation, quality assurance and testing. Serve as subject matter expert and/or team leader, providing direction and guidance to project members and fellow engineers in the execution, integration, and implementation of projects and capabilities. Author or participate in the development of technical concept papers, architectures, test plans, installation plans, and system/network designs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must obtain and maintain a Top Secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter, in accordance with AR 600-85 Substance Abuse Program.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Due to the nature of this position, employees may be required to work both planned and unscheduled overtime. In support of contingency operations, incumbent may be required to work shift work on short notice to include nights, holidays, and weekends.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Computer Engineer/Electronics Engineer: A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Basic Requirement for Computer Scientist: Degree: Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by providing technical analyses of preliminary and detailed systems design; providing technical guidance and resolving difficult problems related to the integration, implementation, and sustainment of IT systems and networks: providing and implementing information system security and technology improvements of network/systems infrastructure, processing platforms, and network/system management.
