The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Major Duties and Responsibilities:
Provide logistics support to the Office of the Director of National Intelligence (ODNI) (including dispersed offices and centers), ensuring that all aspects of logistics requirements are met by integrating logistics solutions to meet the needs of the ODNI.
Clear understanding of component objectives, contributing to and managing logistics plans for specific projects or events in support of customer requirements.
Knowledge of the federal funding process to legally expense allocated funds towards lawful requirements.
Use internal system to gather required approvals to make credit card, EFT and treasury payments for goods and services on behalf of the ODNI.
Maintains ODNI's accountable property program by integrating actions involving the acquisition, assignment, and disposition of accountable property (A2R - Acquire to Retire) and ensuring that property inventories are current and accurate.
Account for and manage fleet vehicles supporting the ODNI and align fleet vehicles with current federal guidance and ODNI Policy.
Provide oversite to contractor logistics support program, developing contractor workloads to ensure efficient production in support of mission goals and needs.
Prepares detailed logistics plans for ODNI components by translating customer objectives and applying logistics principles in order to successfully meet customer requirements.
Provide rapid response to emerging logistics support requirements, actively participating in the definition and execution of key logistics support services for ODNI's components.
Coordinate requirements for the logistics procurement process, anticipate stock and supply needs, administer contingency plans, ensure operational readiness through management of contingency materials, and coordinate the transportation of materials.
Serve as COTR for contracting activities within COO F&L.
Manage service level agreements with other government agencies to ensure proper support is provided across the organization.
Maintain vendor relations to ensure product availability to the ODNI.
Apply tact to ensure best pricing is achieved through vendor pricing and GSA standard price models.
Maintain productive working relationships with ODNI staff, other IC organizations, and private service providers in order to provide logistics support to ODNI and its component organizations.
Qualifications
Mandatory Requirements:
Thorough knowledge of ODNI's logistics processes, policies, regulations, and unique authorities and of ODNI's accountable property program.
Thorough knowledge of property management or other logistics-related disciplines such as supply chain management, inventory management, warehousing procedures, office relocations, shipping and receiving, transportation, facilities support, and contracts.
Thorough knowledge of project management with proven ability to plan, organize, and coordinate requirements and priorities.
Thorough knowledge of federal procurement laws, policies, and regulations, as well as experience developing operational policies and standard operating procedures.
Thorough organizational, problem-solving, and oral and written communication skills as well as knowledge of various application systems.
Ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Interpersonal, organizational, and problem-solving skills, including ability to work effectively both independently and in a team or collaborative environment.
Ability to communicate, both verbally and in writing, complex information that is targeted to and meets the needs of diverse audiences.
Ability to brief complex issues in a clear and concise manner to senior leadership to promote informed decision making.
Incumbent will be required to travel to all ODNI Facilities in the WMA to perform duties associated with this position.
