This position is located in the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Charles George VA Medical Center (VAMC) in Asheville, North Carolina, in the Grounds Section of Environmental Management Service (EMS). The primary purpose of this position is to function as a working supervisor providing leadership, instruction, and supervision to subordinate employees assigned to Grounds at the Charles George VAMC.

Duties

The incumbent has the overall responsibility for the operation and administrative management of the combined Grounds/Pest Control operations at the Charles George VA Medical Center. The primary duties and responsibilities includes, but is not limited to, the following: Scheduling maintenance and repairs on grounds equipment and vehicles. Equipment and vehicles. Plans daily, weekly, and monthly work schedules and assignments for employees supervised. Establishes deadlines and priorities based on general work schedules, methods, and procedures of the team. Determines how many assignments can be done concurrently or which must be delayed based on the number of employees required to accomplish the work and the availability of machinery, materials, and associated equipment needed. Schedules work and reassigns personnel to meet emergency situations (e.g., excessive absenteeism, unexpected resignations, or unusual situations which may occur at the Medical Center). Determining the best method of coping with emergencies based on the materials, equipment, and personnel that are available. Determines proper methods, materials, personnel requirements, and time estimates necessary to ensure that established trade standards are met in the assigned area. Performs or assigns workload to the Pest Controllers who independently plan and lay out pest abatement work and determines appropriate course of action including preventative measures, preparation, and treatment of the facility, site, or area of actual potential infestation. Coordinates with and advises facility engineering and environmental management personnel concerning IPM control procedures including structural, sanitary, plant, and pest control. Administers prescribed schedules, work procedures, and safety practices which are in accordance with applicable environmental, regulatory, and safety requirements. Exercises care when utilizing equipment while diluting, applying, and disposing of pesticides. Adheres to all procedures for mixing, using, and disposing of restricted-use pesticides as outlined either by the product label directions or other local, State or federal regulatory requirements. Monitors and record compliance to all legal and regulatory requirements, technical standards, environmental safety, and program results achieved. Obtain and maintain a Pest Applicator License through the State of North Carolina Pesticide Board. Explains work requirements, methods, and procedures as needed to the Grounds staff. Defines quality and performance objectives to be met and informs employees of any changes in procedures which may affect these items. Ensures the employees have the proper equipment (including safety) and supplies available to meet the defined quality and performance objectives. Provides on-the-job training of all assigned employees in appropriate trade techniques and safe operation of equipment. Makes recommendations to higher-level Supervisory Management regarding the need for a review or revision of techniques involved in the trades and maintenance schedules. Schedules staff to efficiently meet all grounds maintenance requirements. These grounds maintenance requirements consist of, but are not limited to, cutting/trimming approximately 216 acres of lawn, pesticide application, planting bushes, planting trees, picking up litter/limbs/leaves/debris, posting signs, reseeding grass, trimming bushes/trees, and trimming weeds. Coordinates work efforts with appropriate personnel in the departments we serve. Ensures that proper materials in sufficient quantities are on hand. Inspects jobs in progress to ensure specifications and quality objectives are being met or exceeded. Plans subordinates' work schedule to assure an even flow and distribution of work while being able to adjust the schedule to handle priority cases and still meet project deadlines. Revises work schedules to meet changes in workload considering the priorities of peak loads, availability of manpower, and processing time requirements. Performs other duties as assigned. Physical Requirements/Working Conditions: This position requires heavy lifting and carrying 45lbs and over, Pulling, Pushing and Reaching above shoulders, extended periods of walking, standing, crawling and kneeling 4-8 hours, repeated bending, climbing, operating various equipment to include Crane, truck, tractor or motor vehicle. Environment includes inside and outside conditions such as Excessive heat, cold and humidity, Excessive noise, Dust, Fumes, Grease and Oils, etc.
