Duties
The Large Business and International (LB&I) Division Counsel provides legal services to the IRS LB&I Division, an industry focused organization with an emphasis on global tax administration for corporations and partnerships with assets greater than $10 million. The Division Counsel employs over 380 attorneys located in 39 cities nationwide. Headquartered in Washington, DC, the Division has five Area Counsels based in Pennsylvania, New York, Illinois, Texas, and California. Each Area Counsel is responsible for legal work within a defined geographic area and for developing specialized knowledge of one of the industries served nationally by the IRS including: financial services; heavy manufacturing and transportation; retail, food, pharmaceuticals, and health care; natural resources and construction; and communications, technology, and media. LB&I attorneys provide a full range of legal services on all issues, including advising LB&I compliance agents, handling litigation in the U.S. Tax Court and assisting the Department of Justice in the handling of refund cases in the U.S. District Courts.
As a Supervisory General Attorney (Tax) (Associate Area Counsel), you will:
Serve as first-line supervisor to a Group of attorneys and paralegal support staff engaged in providing tax advice and litigation support to the IRS.
Provide technical guidance and oversight of all litigation and advisory activities performed by Group staff, which include such responsibilities as representing the IRS in U.S. Tax Court, providing advice and assistance to IRS officials concerning the examination, collection and protection of Federal tax liabilities, and assisting the U.S. Attorney's Office in local civil proceedings involving Federal tax liabilities.
Legal and technical consultant to the LB&I Division Counsel, LB&I Deputy Division Counsel, Area Counsel, and, as assigned, to other employees within the IRS and the IRS Office of Chief Counsel on complex professional legal and policy matters concerning Federal tax administration and tax litigation.
Serve as primary advisor to the Area Counsel on all management and legal matters within the Group's jurisdiction.
Establish procedures for reviewing and evaluating the effectiveness of Group services and programs.
Promote information sharing between Group personnel and other Counsel functions, IRS Appeals, and IRS compliance and enforcement functions, facilitating communication networks and maintaining awareness of new developments/initiatives that could impact Group, Area, or National programs, goals, or operations.
Participates with the Area Counsel and other LB&I managers, as appropriate, in the development and implementation of the LB&I business plan and other strategic plans and goals for matters under the Area Counsel's jurisdiction.
Ensures staff activities are coordinated, as appropriate, with other LB&I personnel, other Division and/or Associate Chief Counsel offices, and IRS client offices.
Provides logistical and staff support to large case litigation activities under the jurisdiction of the Deputy Area Counsel.

Qualifications

To qualify for this position of Supervisory General Attorney (Tax) (Associate Area Counsel), you must meet the qualification requirements listed below by the closing of this announcement:
Basic Requirements for Supervisory General Attorney (Tax) (Associate Area Counsel):
Possess at least the first professional law degree (LL.B. or J.D.) from a law school accredited by the American Bar Association; AND
Applicants must be an active member in good standing of the bar of a State, U.S. Commonwealth, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico;
GS-15 Experience Requirements:
1 year of general professional legal experience from any area of expertise; plus
3 year(s) of professional legal tax experience
Professional Legal Tax Experience is defined as: (1) A thorough and comprehensive professional knowledge and understanding of Federal tax statutes and regulations pertaining to subchapter C corporations, subchapter S corporations, and partnerships; and (2) a thorough and comprehensive knowledge of litigation strategies and procedures, including the ability to apply sound judgment in developing and assessing settlement options/interests. At least one year of this experience must be equivalent to the work performed at the next lower grade/level position in the federal service (GS-14).
Note: Only experience gained after Bar Admission may be credited as Professional Legal Experience.
Education Substitution: An LL.M. degree in the field of the position (Taxation/Tax Law) may be substituted for the one year of the general legal experience listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
Time in Grade Requirement for GS-15: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
