This vacancy is for a Program Manager (MP) in the Minority Business Development Agency within the Department of Commerce.
Duties
As a Program Manager (MP), you will perform the following duties
Increase access to capital, contracts and markets for minority business enterprises.
Establish strategic partnerships between minority businesses, state and local government, and large corporations to achieve broad market penetration.
Create, develop and implement innovative solutions to the business development challenges faced by minority-owned businesses including increasing export capabilities.
Increase external awareness of MBDA, its Centers and services/resources so that it will benefit minority business enterprises.
Direct all Grant and/or Cooperative Agreement management and administration activities.
Negotiate strategic partnerships for the benefit of minority business entrepreneurs.
Effectively manage staff locally and remotely.
Provides oversight on program performance monitoring of grantees.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-15 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as:
Provide strategic planning between minority businesses, state and local government, and large corporations to achieve broad market penetration. Provide strategic oversight throughout the grants life cycle. Assign work to subordinates based on priorities and the capabilities of employees, and develop performance standards and evaluate job performance.
