This position is located in the Spectrum Policy Branch, Policy and Rules Division, Office of Engineering and Technology, Federal Communications Commission (FCC) located in Washington, DC.

Duties
The incumbent initiates rulemaking proceedings on major policy matters; reviews and recommends action on petitions for rulemaking submitted to the Commission. The incumbent prepares notices of inquiry and rulemaking; analyzes comments and reply comments, and prepares Commission orders and decisions for these proceedings. Such rulemakings require an understanding of the frequency allocation process and related rules, and typically entail analyzing the existing uses of frequency bands and applying procedures for relocating incumbent operators, when appropriate. The incumbent is also responsible for ensuring that documents are legally and factually adequate, complete, comprehensive, internally consistent, and in conformance with existing policy, precedent, and relevant decisions.

Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement. Professional law experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.
In order to be deemed as "BEST QUALIFIED" candidates must meet both the educational requirements AND the Specialized Experience.
A. Education
You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree JD, LL.B., and/or LL.M.

AND
B. Specialized Experience
GS-15 In addition to meeting the educational requirements, you must possess at least four years of professional law experience and at least one year of that experience must be specialized experience at or equivalent to the GS-14 grade level in the Federal Service. Specialized experience includes the following: 1. Experience leading and conducting in-depth, complex legal research on authorities and precedents on points of law 2. Experience ensuring that documents are legally and factually adequate and that documents are in conformance with existing policy, precedent, and relevant decisions. 3. Experience independently developing work plans for legal projects and identifying and accounting for legal or administrative barriers which could potentially complicate or delay the completion of the legal projects. 4. Experience providing expert advice and guidance relative to spectrum matters. 5. Experience writing a variety of internal and external documents in a cogent, logical and well documented format.PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
