This position is in Radiology Services at the Ann Arbor VA Hospital, Station 506, Ann Arbor, MI. The incumbent serves as the Radiology Administrative Officer. The Administrative Officer oversees the administrative operations of a complex multidisciplinary, university affiliated radiology service to meet the needs of the patients in accordance with the philosophies of the Medical Center and the mission of the Department of Veterans Affairs.

Duties

MAJOR/GRADE-CONTROLLING DUTIES ADMINISTRATIVE RESPONSIBILITIES: When applicable, the incumbent oversees Title 38 and Hybrid Title 38 activities within the radiology service in relation to Professional Standards Board appointment advancement or change in appointing authority of Physicians. In addition, the incumbent will work with the contracting office and review the statement of work and oversee the details of the agreement for professional services rendered and the payment for such services. The incumbent will involve the Service Chief and the Chief of Staff's office while investigating any concern regarding the provision of professional services by the contract staff. Coordinates preparation for accreditation surveys as it relates to non-clinical areas of radiology such as administration, operations, policies/procedures, and physician credentialing. Develops and coordinates all short-term and long-term strategic planning activities for the radiology service for new and/or expanding clinical programs. This responsibility includes evaluating qualitative and quantitative information and analyzing the data which identifies the need for new programming; preparing the budget for supplies, staff, equipment; conducting cost analyses; and conducting an analysis of proposed program's effectiveness and efficiency on delivery of quality care, hospital reimbursement, and local and regional referral activities. Conducts annual inventory and advised operating officials on requirements and procedure for acquisition, repairs and disposal of equipment, ensuring the equipment requests are adequate and appropriate for program operation. FINANCIAL MANAGEMENT: Serves independently as budget planner for the Radiology Service of the Medical Center. Prepares the Annual Budget Plan for submission to hospital management. Provides all essential data contained in the Annual Budget Plan. Monitors each and all budget plans at the beginning of each quarter and reviews and edits the budget allocation as emergencies occur. Has the authority and responsibility to sign purchase orders for the Radiology Service in order to coordinate purchasing and efficiently allocate department sources. Provides justification for needed equipment and supplies. The incumbent investigates and evaluates various vendors' equipment and supplies and, under the guidance of Service Chief, selects equipment to be purchased. Monitors the Service's budgetary planning and oversees the ongoing administration of the budget. Monitors the day-to-day fiscal management of all Radiology funds. Reviews and investigate discrepancies of all contract invoices prior to payment. Monitors the execution of the administration portion of the Service's approved operating budget to assure that cost control is maintained and reviews the Service's budget with the fiscal officer on a regular basis. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-09: to qualify at this grade level, you must possess at least one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of a Radiology program and / or prior administrative experience evaluating qualitative and quantitative information which identifies needs. This can includes, but not limited to equipment utilization, identifying the program's effectiveness and efficiency on delivery of quality healthcare and maintaining appropriate staff members credentials. COR Certification The Administrative Officer has ability to understand a highly diverse and complex department and its various components, including Nuclear Medicine, Interventional Radiology, MRI, Ultrasound, Computed Tomography, Ultrasound and General Radiology. This position requires mastery of interpersonal interaction, encourages diversity, develops collaborative relationships, and contributes to a culture of civility and trust. OR, Education: you may substitute education for the above required experience. To qualify based on education for this grade level you must have: Master's Degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related OR, Combination: you may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level. GS-11: to qualify at this grade level, you must possess at least one of the following: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of a Radiology program and / or prior administrative experience evaluating qualitative and quantitative information which identifies needs. This can includes, but not limited to equipment utilization, identifying the program's effectiveness and efficiency on delivery of quality healthcare and maintaining appropriate staff members credentials. Physical Requirements: The incumbent's duties include sitting, walking, filing, stooping, bending, and carrying and retrieval of administrative materials and inventory. The incumbent must be mentally inclined to react in a positive, professional manner to both dynamic and congestive situations that arise daily in all areas of the Radiology Service. In addition, incumbent must be adequately aware of all the aspects of the occupational radiation exposure factors and infectious control policies.
