Job opening: HUMAN RESOURCES SPECIALIST

Salary: $60 808 - 95 641 per year

You will serve as a HUMAN RESOURCES SPECIALIST in the HUMAN RESOURCES OFFICE of NAVAL SPECIAL WARFARE COMMAND.

Duties

You will advise managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity. You will analyze proposed changes to regulations and provide expert analysis, comments, and coordinates for responses. You will create and evaluate position descriptions and provide assistance to supervisors and managers on ways to improve structure, work distribution, and the use of employee skills. You will advise managers on human resource development issues and coordinates training needs survey to identify employee and management needs, potential training sources, and possible on-site training requirements.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector advising and providing guidance to management regarding staffing and recruitment; creating and evaluating position descriptions. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting senior HR Specialists in advising management regarding staffing and recruitment, creating and evaluating position descriptions AND assisting in the coordination of training needs of personnel and management. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11: Ph.D. or equivalent doctoral degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

Have successfully completed an LL.M. degree that is related to the position being filled.

OR

Have a combination of experience and education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent.

GS-09: Have successfully completed a master's or equivalent graduate degree.

OR

Have successfully completed two full years of progressively higher level graduate education leading to a master's degree.

OR

Have obtained an LL.B. or J.D. that is related to the position being filled.
