This position is in the Office of the Director, Office of Legislative and Public Affairs (OLPA). The primary purpose of this position is to inspire and inform the public and internal audiences and key external stakeholders about the NSF mission and initiatives in a direct and impactful way.

Duties

As a Public Affairs Specialist, you will perform the following duties: Identifies and manages the development of internal and external communication products, to include print, digital and multimedia, to reach a wider audience. Develops national public campaign. Develops, writes and edits content. Serves as a liaison with communications staff throughout the agency and internal and external stakeholders. Builds relationships with stakeholders to promote awareness of the agency mission and increase engagement. Establishes and maintains effective working relationships with internal and external stakeholders to include congress, media, government, industry and research and education, NSF staff, communities to garner support and awareness of NSF activities and accomplishments. Evaluates the effectiveness and efficiency of the internal and external affairs program in ensuring open government and the widest dissemination of information of value to the understanding. Responsible for formulating internal and external affairs strategies around NSF activities and relevant issues. Establishes goals, strategies and tactics related to agency internal and external affairs program and ensures evaluation and analysis of communication activities.

Qualifications

To qualify at the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level in the federal service designing, planning, and supporting communication and outreach activities for an organization. Examples of specialized experience include researching and drafting articles, fact sheets, presentations and/or other materials for internal and external audiences; planning communication and outreach programs; establishing relationships with public affairs stakeholders, including those from other government organizations, academia, the press and/or news media; and developing strategic communications plans for review. To qualify at the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the federal service designing, planning, and managing internal and external communication and outreach activities for an organization. Examples of specialized experience include researching and writing articles, fact sheets, presentations and other materials for internal and external audiences; planning and implementing communication and outreach programs; establishing and maintaining relationships with public affairs stakeholders, including those from other government organizations, academia, the press and news media; and developing and implementing strategic communications plans for an organization. In addition to meeting the specialized experience above. Applicant must also meet the following selective placement factor below: Do you have professional work experience designing and executing an organization's presence at a large conference or event? This experience must be documented in your resume, and must include the development of communication strategies, planning the event layout, and developing targeted, appropriate programming. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
