This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

The duties of this position include but are not limited to the following: This position is a Psychology Program Manager who has management duties and supervisory oversight within the Substance and Addictions Treatment Program (SATP) and Opiate Treatment Program (OTP). The incumbent is responsible for all clinical and administrative decisions within their work area. The incumbent has administrative oversight of all personnel, provides some clinical care, and training through supervision for interns, practicum student and post-doctoral fellows as assigned to the SATP and OTP program. This position may also supervise other clinical programs as assigned. The program manager is responsible for compliance with all VHA and Joint Commission mandates and guidelines. psychological and/or neuropsychological assessments, treat mental health disorders through a variety of psychotherapeutic modalities and provide adjunctive interventions for treatment of medical disorders. The incumbent also monitors compliance with no-show expectations, insurance capture, completion of encounters, and timely responses to consults. The incumbent serves as a Psychology Program Manager for the SATP and OTP programs. The incumbent has full oversight and responsibility for the professional practice of all clinicians within incumbent's area of responsibility, including services conducted by trainees, consultants, and para-professional staff, and ensuring that those under his/her supervision meet the requirements of the medical facility and of the profession. The incumbent interacts with HR in all matters of hiring and disciplinary action for assigned team members. This includes the selection and hiring of all personnel assigned to the program and the periodic and end of year performance appraisals. The incumbent is responsible for development of the care model, clinic set-up, standard operating procedures (SOPs), efficient operation of the program, and data collection. Also oversees timecard completion and approves leave to ensure clinical coverage. The incumbent is responsible for ensuing program remains in compliance with Joint Commission's Behavioral Health Standards and maintains accreditation. If findings are identified during a Joint Commission survey, incumbent is responsible for development and implementation of action plan. The incumbent is responsible for the monitoring and successful management of programmatic and hospital level performance metrics (e.g., access, SAIL measures, encounters completion, consults) related to their assigned area. The incumbent responds to suspenses and controlled correspondences related to their assigned program. Monitors and distributes provider-specific workload reports to team members and ensures provider adherence to work load standards. Plans work to be accomplished by team members, including establishing priorities, timelines for completion, and necessary adjustments therein. Ensures timely access to care of patients assigned to the team, in accordance with local and national policies. Initiates and maintains liaisons with associated VA health care programs in order to effectively coordinate services. Monitors compliance of team members with VA performance measures and effectively shapes provider practice patterns to improve standing on performance measures. Provides clinical supervision, as appropriate, to assigned team members regarding adherence to VA Portland Health Care System medico-legal standards and policies, documentation of CPRS procedures, and the clinical management of difficult, complex, and dangerous patients. Provides leadership in hiring of new staff members for the team, which may include constructing job announcement(s), preparing functional statements, and/or selecting final job candidates. Resolves conflicts among team members, and adjudicates complaints and problems of. employees in a timely and effective manner. Assumes responsibility for taking appropriate disciplinary actions for employees with performance problems in a timely and effective manner. Qualifications

Basic Requirements - Psychologist: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency Requirement - Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English. Education Requirement - You must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. OR, have a doctoral degree in any area of psychology and, in addition, successfully completed a re-specialization program meeting both of the following conditions: a) the re-specialization program must be completed in an APA or a CPA accredited doctoral program; and b) the specialty in which you were retrained is consistent with the assignment you are am applying for; OR, have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internship Requirement - You must have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed; OR, New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR, VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement; OR, Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification). NOTE: Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. If the internship experience is not noted on the applicant's official transcript, the applicant must provide a statement from the doctoral program verifying that the equivalent of a one-year supervised internship experience was completed in a site acceptable to the doctoral program. Licensure: Candidates must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory or Commonwealth of the United States, or the District of Columbia. Grade Determination for Psychology Program Manager, GS-14 Experience. At least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. 2. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. 3. Ability to deal effectively with individuals or groups representing widely divergent backgrounds, interests, and points of view. 4. Skill in managing and directing the work of others to accomplish program goals and objectives. 5. Ability to translate management goals and objectives into well-coordinated and controlled work operations. 6. Ability to establish and monitor production and performance priorities and standards. 7. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
