The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over supervisor and nonsupervisory employees assigned to 49th Comptroller Squadron. The Chief of Financial Analysis function and as a first-level supervisor providing planning, directing, organizing, and exercising control.
Duties
Plans, organizes, and directs the activities of 49th Comptroller Squadron, ensuring that Financial Analysis complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Ensures proper execution of the Air Force budget as authorized and appropriated by Congress, providing financial advisory services for the agency's budget, and serves as the primary civilian advisor to the Wing Commander on all financial issues in the Comptrollers absence.
Represents the 49th Comptroller Squadron with a variety of installation and functional area organizations and performs a variety of other financial management functions.

- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes the work overseen by position provides management oversight for activities assigned to the Financial Analysis Flight of the Comptroller Squadron and provides fiscal oversight, analysis, administration (formulation through execution), and advisory services for the operational budget and both appropriated (APF) and non-appropriated (NAF) fund activities. The work of the organization is mainly administrative in nature and directly supports the operations of multiple organizations within the installation.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation, financial management and audit readiness activities and objectives to provide guidance of concepts, theories, and practices to subordinate units. And knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
2. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
3. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
4. Knowledge of the DoD Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents, including DoD budget and financial management regulations, OMB Circulars, and Congressional legislation. And knowledge of internal audit procedures to monitor financial services and establish internal controls.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
6. Knowledge of federal contracting and procurement regulations, procedures, and practices.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
