The primary purpose of this position is to serve as a work leader over a crew of three or more workers/mechanics. In this capacity, the work leader plans and establishes long-range work requirements and schedules. Provides technical advice on the suitability of existing equipment, available manpower, and appropriate work methods for short and long term projects.

Duties

Leads a team of trades and/or labor workers. Evaluates and recommends the need for additional on the job training. Performs work. Sets the pace and demonstrates proper work methods and techniques doing performance of work done by crew being led. Works along with crew members to set the pace, troubleshoots problem areas and inspects for defective equipment and faulty wiring. Works from building plans, blueprints, wiring diagrams, one-line drawing, engineering drawings, and maintenance and repair manuals to determine the necessary and proper repairs and/or replacements. Uses and maintains various types of hand and/or power tools, such as screwdrivers, pliers, wire cutters, soldering irons, cable pullers, hydraulic benders, and pipe threading machines.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • As required by management, may workday, swing, and owl shifts and uncommon tours of duty.
  • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.

  • Provides on the job training to lower grade, borrowed, and newly assigned personnel. Consults on development of formal training as required.
  • Observes safety, security, good housekeeping, fire prevention, and Foreign Object Debris (FOD) rules, regulations, practices and policies.
  • Will be required to confined space qualified and attend confined space classes when scheduled by training monitor.
  • Uses any other required safety equipment needed to accomplish the organization’s missions in a safe manner.
  • The work requires the employee to drive a motor vehicle. An appropriate valid driver’s license is required.
  • Position requires the ability to discern colors and contrast.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • Comprehensive knowledge of High Voltage Electrician due to the possibility of up to 14,000-volt live circuits. Also, must possess ability to evaluate the extent of repairs and modifications required.
  • Skill is needed in the use of a great variety of industrial equipment and applications.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Electrical Installation and Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to Lead or Supervise JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Electrical Equipment Theory and Instruments (Electrical, Electronic) Used in Shop and Trade Practices Technical Practices (theoretical, precise, artistic) Ability to Use Electrical Drawings Ability to Use and Maintain Hand Tools (Electrical Work) Trouble shooting (electrical) RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA): 1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised. 4. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications. 5. Ability to plan and organize work assignments to include determining resources required to accomplish mission. 6. Ability to communicate effectively, both orally and in writing. Physical Effort: The employee frequently performs moderately heavy lifting, pulling, and carrying of equipment and material weighting up to 18 kilograms (40 pounds) and occasionally, lifts or pulls heavy cables and equipment weighing more than 23 kilograms (50 pounds) with the help of weight handling equipment or with assistance from other workers. Work aloft on poles, at ground level, and in ground trenches or manholes. Work requires bending, stooping, climbing, and standing for long periods. Must be able to distinguish colors and shades of colors. At times, works in awkward positions and restricted spaces where coordination of hands, legs, and body are needed to perform tasks. Working Conditions: Works indoors and outdoors. Exposed to danger from explosions and cables in manholes and vaults, as well as danger from high voltage electrical shock, dust, fumes, gases, inclement weather conditions, various wildlife, stinging insects. burns from solder, broken bones, cuts, and bruises. Exposed to heat and noise when working in substations, to extremes of weather when working outdoors, and to unpleasant odors and wet slippery surfaces when working in manholes. Subject to electrical burns while working around high voltage electrical lines, broken bones from falls from poles, and strains from awkward work positions. Also exposed to chemicals such as insulting oil from transformers and oil switches. Use protective devices such as earplugs, safety hats, and nonconductive gloves and footwear. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
