The primary purpose of this position is to serve as a senior paralegal specialist in the Adverse Actions Division at this headquarters, providing assistance development and issuance of legal opinions and guidance on a wide variety of complicated and inter-related legal issues in the military justice arena including adverse administrative actions and board hearings.

Duties

DUTIES 1: Manages and oversees the daily operation of the adverse actions section and provides support for all military justice and adverse actions. DUTIES 2 : Prepares legal briefings and documents after effectively evaluating and examining information in adverse action files, libraries, references, instructions, regulations, policies, directives, and other information sources. DUTIES 3: Performs administrative office support functions and maintains cooperative working relationships with coworkers, related functions, customers, and operating officials DUTIES 4: Utilizes an open microphone or similar mechanical equipment to record high speed dictation at various types of informal and formal legal proceedings, such as administrative discharge boards, grievance hearings, and investigative boards. DUTIES 5: Provides training and mentorship to paralegals, newly assigned personnel, and subordinate legal offices and provides effective and efficient quality reviews of work product. DUTIES 6: Provides legal assistance support for the Staff Judge Advocate, staff attorneys and legal assistance clients.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS- 07, or equivalent in other pay systems. Examples of specialized experience includes 1) Performing extensive legal research to provide legal guidance and case law updates to attorneys. 2) Analyzing issues of fact and issues of law while utilizing knowledge of rules of court procedure and evidence to prepare draft briefs, digests of case decisions, other litigation papers, and advisory opinions for attorney review. 3) Maintaining adverse action docket, to include administrative involuntary board-entitles and non-board entitles discharges. 4) Preparing draft briefs, digests of case decisions, litigation papers, and advisory opinions for attorney review. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of 1 full year of graduate level education or superior academic achievement may be used to qualify applicants at grades GS-9. ??????? FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS- 07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and theories of the Office of the Staff Judge Advocate to perform the procedural and administrative work of the organization; knowledge of a body of rules, procedures, formats, protocols and specialized terminology as they relate to the military justice system and practice of law in order to prepare, process, review and disseminate legal documents. 2. Knowledge of principles and techniques of legal research, familiarity with legal terminology and general legal materials, and proficiency in the use of such knowledge. 3. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives 4. Knowledge of current laws, DoD and AF regulations/publications and other federal agency directives as applicable. 5. Knowledge of and experience in working with various computer-based office automation and legal research applications/tools (LEXIS, WestLaw, Excel, Access, PowerPoint, etc.) to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. 6. Ability to research, interpret and apply regulatory and procedural requirements to process difficult legal issues. 7. Ability to communicate effectively, both orally and in writing, and maintain good working relationships with government and non-government entities. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
