Duties
You will procure supplies or services primarily through formal advertising, or through limited use of negotiation techniques.
You will review requisitions to determine that proper specifications or purchase descriptions are included in solicitation documents.
You will contact technical personnel to resolve questions of applicability of specifications, classifications of terms, or acceptance of substitute items.
You will evaluate bids or proposals for compliance with specifications or purchase descriptions and applicable clauses, and consider financial responsibility of suppliers by evaluating contract performance on previous contracts.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of Federal contract laws, regulations, procedures, and contract types to assist in determining the best contractual method for procurement; 2) Assisting in identifying procurement issues and their impact on local procedures; and 3) Utilizing contract administration principles to assist in the administration or negotiation of contracts.

Education
In lieu of the specialized experience listed above, applicants must meet the following positive education requirements:
One full academic year of graduate education, law school
OR
Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems.
- 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail)
- 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail)
- Upper 1/3 ranking in graduating class (You must submit proof with your application)National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)
OR
A combination of specialized experience at the GS-07 level and graduate education as described above that equates to one year of experience
