This position is at the full performance level as a Procurement Technician located in the Facilities Management Service. The incumbent reports to the Facilities Management Assistant Chief. The incumbent serves as the central point of contact and exchange of information for customers relative to quality assurance, acquisition, budget and contract administration. The incumbent performs a broad spectrum of duties, in this diverse and complex program critical to the Facilities Management Service.
Duties
Duties include but are not limited to:
Serves as a technical expert in Federal Acquisition Regulations (FAR), VA Acquisitions Regulations (VAAR) and other federal procurement laws and regulations.
Works with other Contracting Officers Representatives (CORs), Supply Chain Management staff, and other stakeholders to establish effective acquisition procedures for the Facilities Management Service.
The incumbent evaluates the need and/or changes of supplies and services. Independently identifies needed changes to processes and recommends appropriate changes based on findings.
Incumbent confers with service contracting officer Specialists (COSs) regarding contract performance and milestones.
Assists Contracting with understanding the technical requirements.
Incumbent establishes quality controls to ensure the accuracy and timeliness of invoices and determines if payment requests out of the standard cycle are necessary.
Performs COR duties for numerous service contracts for the service.
Frequently communicates with vendors and personnel in Supply Chain Management, Finance, Contracting, and Facilities Management Service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in verifying ordered products and services; updating and maintaining files; inputting data to an automated database to compile and extract data for reports; and resolving routine discrepancies.

Physical Requirements: The work is partly sedentary, and occasionally involves intermediate periods of walking, bending, stooping, lifting, carrying, moving (up to 50 pounds) supplies or equipment, reaching, pulling, and working at a keyboard and monitor. Work areas are generally small and the incumbent may have interruptions by other Facilities Management staff members. The variety of tasks involved, the circumstances under which they must be performed and the nature of Facilities Management operations may from time to time increase the pace of the day-to-day computer-related troubleshooting activities.
