About the Position: The U.S. Military Academy, West Point, NY is an academic institution located in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city with housing, a Department of Public Works, libraries, hospital, fire department, chapels, and restaurants. Employees have access to Eisenhower Hall Theater, Hudson Valley's performing arts center, and recreational facilities.
Duties
Provide administrative support services for an Academic Department within the Dean Directorate at West Point, NY.
Oversee abroad program budgets and expenditures, Defense Travel System (DTS) travel, transportation arrangements, foreign travel documentation, contract requests, unit travel card maintenance and training in its use.
Execute abroad budget for language programs to include appropriated, gift and reimbursable funds, consistent with fiscal allocation.
Serve as a department Government Purchase Card (GPC) cardholder, or billing official.
Maintain current and accurate balances of different accounts and disbursements on an automated ledger/spreadsheet system, such as, the General Fund Enterprise Business System (GFEBS).
Develop internal plans and procedures for abroad program operations.
Analyze incoming directives and publications to determine the need for supplementary guidance and coordinate actions as required.
Oversee department's digital and physical records (including organizational, personnel and internal Table of Distribution and Allowances (TDA) manpower worksheets).
Serve as an alternate department web manager to update social media content approved by leadership.
Coordinate civilian personnel action requests for the office, such as, recruitment, promotion, awards, assignments, etc.
Prepare completed applicant files for board member review and develop reference documents and ballots for the board members.
Serve as primary hand receipt holder for department property book items.
Interpret policy guidance and provide technical assistance for temporary duty travel (TDY), in systems, such as, Defense Travel System (DTS) and the Joint Travel Regulation (JTR).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

GS-07:
Specialized Experience: One year of specialized experience, which includes: 1) Assisting in providing and/or coordinating academic or administrative functions/services to support an organization's operations or mission; 2) Managing correspondence and/or action items to ensure suspense dates are met; AND 3) Maintaining administrative and/or educational records for an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Public Administration, Business Administration, or other Administrative or Management fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-08:
Specialized Experience: One year of specialized experience, which includes: 1) Providing and/or coordinating academic or administrative functions/services to support an organization's operations or mission; 2) Managing correspondence and/or action items to ensure suspense dates are met; 3) Maintaining administrative and/or educational records for an organization; 4) Utilizing automated databases and/or systems to input data or prepare various correspondences; AND 5) Assisting management in maintaining spreadsheets and/or completing personnel profiles using appropriate personnel systems or processes, such as, the Soldier Talent Profile (STP). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: One and a half years of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Public Administration, Business Administration, or other Administrative or Management fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond one year (total semester hours minus 18) by 9. Add the two percentages.
GS-09:
Specialized Experience: One year of specialized experience, which includes: 1) Providing and/or coordinating academic or administrative functions/services to support an organization's operations or mission; 2) Managing correspondence and/or action items to ensure suspense dates are met; 3) Utilizing automated databases or systems to input data and/or prepare various correspondences; 4) Assisting management in maintaining spreadsheets and/or completing personnel profiles using appropriate personnel systems or processes, such as, the Soldier Talent Profile (STP), AND 5) Performing financial and/or budgetary duties, such as, assisting in budget formulation and/or execution, monitoring fund obligations, and/or ensuring funds are available for expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Public Administration, Business Administration, or other Administrative or Management fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
