These positions are located in Rocky Mountain National Park, in the Visitor & Resource Protection Division. Duties

Performs dispatch and call taking services for public safety related incidents and operations, receiving and evaluating emergency calls for service. Coordinates responses to incidents, initiating appropriate response of personnel and apparatus in accordance with agency plans, guides, and protocols. Serves as primary point of contact for law enforcement and other public safety responders, monitoring traffic and assisting operations via telephone, radio and/or teletype systems. Utilize radios and multi-line phone system to coordinate park communications including management of emergency incidents. Enter, retrieve, and interpret data from the National Crime Information Center (NCIC) law enforcement database system. Maintain case incident files and utilize the IMARS - Incident Management Analysis and Reporting System to enter and track cases. Uses computer systems and networks to search for, gather, maintain and share information. Duties will be developmental in nature when filled below the full performance level. This position is a permanent career seasonal position that includes the same benefits as a year-round position but does not provide work on a year-round basis. This position is guaranteed to work at least 6 months, but not more than 50 weeks per year. The typical recurring paid employment is from April to February with 2 to 4 weeks of non-pay in March. Area Information: Established on January 29, 1915, Rocky Mountain National Park is a living showcase of the grandeur of the Rocky Mountains. The park embraces 415 square miles of pristine, uninhabited mountains in north-central Colorado and, as such, is one of the most spectacular, yet easily accessible high mountain areas in North America. With elevations ranging from 7,800 feet at park headquarters to 14,259 feet at the summit of Longs Peak, the park has glacier-sculptured valleys, rugged gorges, alpine lakes, and vast areas of alpine tundra. Trail Ridge Road, the highest paved continuous road in the United States, stays above tree line for 11 miles and reaches 12,183 feet in elevation. Elk, deer, bighorn sheep, moose, coyotes, and smaller animals are found throughout the park, as well as threatened and endangered species, such as the Greenback Cutthroat Trout and Boreal Toad. Due to the park's easy accessibility to the Front Range communities of Colorado, Rocky experiences over 4 million visitors annually. This position will be filled on the east side of Rocky Mountain National Park. The nearest community is Estes Park, CO, which has K-12 schools, a post office, restaurants, medical facilities, and grocery stores. Denver, CO which has a major airport, cultural events, and several professional sports teams is a two-hour drive away. Government housing may be available on a temporary or permanent basis. Housing assignments are made through a bid process. Physical Demands: Incumbent must function efficiently in a confined space for extended periods with no breaks and no opportunity to leave the confines of the Communications Center. The dispatcher is considered an "essential employee," meaning he/she is required to work most holidays, report for duty during adverse weather conditions, and be expected to work for long hours exceeding normally scheduled shifts in case of emergencies. Position is sedentary with high amounts of stress. Incumbent is subject to shift work, rotating shift work, and uncommon tours of duty. Work requires use of the voice in vocal communications for periods of hours at a time. Voice must be clear, audible, and tone effective with words plainly spoken and understandable. Incumbent must be able to hear clearly and discern a variety of audible communications and signals simultaneously. Incumbentmust be able to read critical information from multiple sources, including computer screen, fax, and written log quickly and accurately. The work is of an emergency nature and is emotionally stressful. Incumbent must possess manual dexterity sufficient to operate computer terminals/keyboards and related equipment and to maintain written logs. Work involves occasional lifting of boxes and supplies up to weights of 50 pounds. Working Conditions: The work is normally performed in a well-lighted and temperature-controlled room. Noise levels are routinely high due to electronic equipment, telephones, radios, and other discussions ongoing in the performance of duties. The setting is typically confined and secure, and entrance and egress is controlled. During the training period and/or on other occasions, the incumbent will be assigned to accompany field law enforcement personnel in patrol vehicles to learn or gain a more detailed familiarization with agency field operating procedures and jurisdictional boundaries. Incumbent may not leave the center unless relieved by another qualified dispatcher.

Qualifications

All qualifications must be met by the closing date of this announcement-07/17/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained either in the private or public sectors) that shows the competencies needed to successfully perform the duties of this position. This experience includes: Performing clerical work in direct support of an emergency communications center; Assisting with public safety dispatching (e.g. law enforcement, emergency medical, search and rescue, structural or wildland fire, or other operational situations); Monitoring and/or responding to radio communications in emergency situations; Assisting with answering 9/11 calls using emergency reporting systems. You must provide hours per week worked on your resume. -OR- EDUCATION: Successful completion of at least four years of education above high school in any field for which high school graduation or the equivalent is the normal prerequisite. The education must have been attained in an accredited business, secretarial or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. Only education in excess of the first 60 semester hours/90 quarter hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study beyond the second year is equivalent to 6 months of specialized experience. To combine education and experience, first take the number of semester/quarter hours completed in excess of the first 60 semester hours//90 quarter hours (i.e., beyond the second year) and divide by 60 semester hours/90 quarter hours. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. This experience includes: Serving as a public safety dispatcher in law enforcement, emergency medical, search and rescue, structural and wildland fire, or other operational situations; Monitoring and coordinating emergency responses between multiple units; Utilizing public safety or law enforcement databases to locate and relay information to first response teams; Evaluating information from reporting parties and relaying medical, fire, rescue and other types of emergency information to law enforcement and public safety services.
