WHAT IS THE LB&I (Large Business and International) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Large Business and International Director Treaty and Trans Pric Ops- Transfer Pricing Practice The following are the duties of this position at the full working level. Expert knowledge of Internal Revenue Code (IRC) 482, the regulations there under, related rulings, related administrative guidance, and related court decisions in sufficient depth to plan, direct, and evaluate the work of subordinates. Knowledge of U.S. income tax treaties; knowledge of the tax laws of countries with which the U.S. has tax treaties; and knowledge of relevant international guidance, particularly the Organization for Economic Cooperation and Development (OECD) Model Double-Taxation convention. Comprehensive knowledge of the mission of the IRS and Large Business & International (LB&I) and of the principles, practices, and policies of the organization in order to provide guidance and leadership in carrying out program strategies and to ensure the implementation and execution of policies and plans with a long-term outlook and consistent with customer needs.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE IR-04: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience that demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. This experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day to day guidance training and/or oversight of peers or others. Experience applying regulations, other official guidance, and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers. In addition specialized experience includes applying the Internal Revenue Code Section 482, corresponding Treasury Regulations, tax treaties, Court decisions and the Organization for Economic Cooperation and Development (OECD) guidelines in tax examinations of transfer pricing transactions between the US and foreign related parties covering transfers of tangible property, intangible property, high value services, intercompany financing and/or risk allocation; Experience communicating technical and complex tax positions persuasively and in sufficient detail as part of negotiations for a principled resolution with a taxpayer and/or a taxpayer's representative; Experience coordinating and collaborating with internal stakeholders which may include Specialists, Advance Pricing and Mutual Agreement (APMA), other Large Business and International (LB&I) practice areas, Counsel or the Transfer Pricing Practice Network and taxpayers and their representatives to ensure consistent treatment in the identification, development and resolution of tax issues; Experience using tax issue resolution processes, pre-filing programs, Compliance Assurance Process (CAP), post-filing examination procedures and other compliance programs to efficiently plan tax examination work and the effective use of Internal Revenue Service (IRS) resources. Identify potential transfer pricing issues through the review of cross border related party transactions on large corporate tax returns by analyzing economic, financial, and tax return data, applying auditing techniques to identify multiple, interrelated transfer pricing issues and distinguishing between material and non-material transfer pricing risks. Provide feedback or other commentary to senior managers to improve transfer pricing risk analysis, the issues chosen for audit and the allocation of audit resources. Provide technical advice to other examiners concerning transfer pricing risk analysis and the development of issues, presented transfer pricing risk analysis trends and results in knowledge sharing forums or to senior management and/or served as an expert in transfer pricing risk analysis. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
