The primary purpose of this position is to operate aircraft loading/special purpose vehicles while in the process of loading and off-loading aircraft, pallet build-up and breakdown, baggage handling, and shipping, receiving, and handling of classified and hazardous cargo.

Duties

- Operates aircraft loading vehicles - Performs duties as a load team member, loading/off-loading/re-sequencing military and commercial aircraft - Operates Material Handling Equipment (MHE) and Special Purpose Vehicles - Performs operator level vehicle/equipment inspections and maintenance. Performs work and assist in Air Terminal Passenger Processing - Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Performs work and assist in Air Terminal Passenger Processing.

  • May operate passenger vehicles on an irregular basis, as required. Shift work may be required
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • May be required to receive vaccinations as an occupational health precaution due to potential exposure to bio-medical hazards (i.e., blood borne pathogens).
  • Incumbent must be required to obtain and retain the appropriate security clearance
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act (Lautenberg Amendment) of 1968, as amended 30 Sep 96.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-6900 Warehousing and Stock Handling Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a AIRCRAFT FREIGHT LOADER (MVO/FLO) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in operating one or more gasoline or diesel wheeled vehicles with a GVW up to 60,000 pounds such as 60k and 25k aircraft loaders, forklifts, and other special purpose vehicles. 2. Knowledge of cargo aircraft capacity and limitations, floor load restrictions, shoring, restraint requirements, and cargo and baggage handling and safeguarding, and hazardous materials handling procedures and certification. 3. Knowledge of regulations and procedures pertaining to cargo assembly, aircraft loading operations, the use of aircraft servicing vehicles, and ability to operate vehicles to safely on/off-load or service aircraft. 4. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and forklift operation. 5. Ability to meet aircraft cargo and baggage assembly, loading, or offloading sequence of events schedules or deadlines. 6. Ability to interpret and communicate technical orders and other published guidance. PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, bending, kneeling, climbing and working in tiring and uncomfortable positions. Routine heavy lifting and carrying (25-60 pounds) when loading and unloading aircraft. Both hands are required. Work requires effort in reaching, bending, turning or moving hands, arms, feet and legs to operate vehicles and equipment. Hours of standing are more than 2 hours per day. Hours of kneeling are one to two hours per day. Routine climbing, use of legs and arms is required. Both legs required. Ability to rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required for depth perception. Ability to distinguish basic colors. Hearing must meet H1 hearing profile in applicable regulations. Work requires ability for rapid mental and muscular coordination simultaneously. Mental and emotional stability required. If it can be otherwise accommodated a specific physical condition or impairment will not automatically disqualify a candidate. WORKING CONDITIONS: Work is performed inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, and bruises, falls from ladders, falling material, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardous materials. Intermittent excessive noise. Required to wear protective clothing such as steel toed safety shoes, ear plugs/headsets, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. Working around moving objects or vehicles. Works closely with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
