This position is being filled under the DHA for Certain Personnel of the DoD Workforce; Section 1109, NDAA FY20, Public Law 116-92.
This position is part of the Chief Information Office, Defense Media Activity. The incumbent will be responsible for IT functions in support of multiple Defense Media Activity activities located throughout the world and oversees accurate reporting, planning, and programming of resources associated multiple systems.
Duties
This position is being filled under Under Secretary of Defense for Personnel and Readiness (USD(P&R) Memorandum, "Direct Hire Authority for Certain Personnel of the Department of Defense," June 23, 2023.
As a Information Technology Specialist (PLCYPLN) at the GS-2210-13 some of your typical work assignments may include:
Maintains supporting IT documentation and planning guidance in compliance with the organization records management structure.
Maintains and oversees information in multiple DoD authorized systems across multiple IT systems supporting diverse functions.
Serves as the technical expert for DoD CIO and Director, Cost Assessment and Program Evaluation data systems management of DoD Information Technology systems managed by DMA.
Provides assessments of system owner inputs across connected systems such as DoD Information Technology (IT) Portfolio Repository (DITPR), Enterprise Mission Assurance Support Service (eMASS), Select and Native Program for IT and other specialized DoD authorized systems required to manage DoD information technology (IT) and related services and systems.
Assumes overall management and coordination of the internal efforts towards timely and efficient support to reporting, resourcing, and planning future funding for systems supporting functions and locations of all DMA operations.
Directs and controls access to and inputs to DoD mandated systems and provides specialized planning and programming expertise during DoD CAPE, OSD (Comptroller), and DoD CIO calls for information.
Responsible for the oversight identification and preparation of specific tangible information assurance solutions for investment, i.e. firewalls, intrusion detection systems, IA tools for scanning, logging, and monitoring , and contracted services; this includes advanced concepts technology, market research and demonstrations, definition of customer requirements, the application of researched technologies to those requirements for the development of feasible solutions, and the estimation of realistic costs for each solution.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
Developing and interpreting Information Technology policies and procedures governing the planning and delivery of services throughout DMA.
Ensuring compliance with laws, regulations, policies, standards, and/or procedures related to project activities.
Developing, planning, scheduling, and setting priorities for the division's activities, ensuring the effective utilization of personnel and resources to meet the command's exercise objectives.
Directing and controlling access to and inputs to DoD mandated systems and provides specialized planning and programming expertise during DoD CAPE, OSD (Comptroller), and DoD CIO calls for information.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
