About the Position: This position is located at Womack Army Medical Center, in the Department of Nursing- Nursing/Patient Services, in Fort Bragg, North Carolina. This is a Direct Hire Solicitation. A recruitment or relocation bonus may be authorized. Salary negotiation may be available for those candidates who are new to Federal service.

Duties

Perform as a Clinical Nurse Specialist, serving as a subject matter expert of inpatient nursing services in the women's health or medical/surgical arena. Actively participates in discharge planning teams, clinical pathway development and implementation. Leads and serves as a member of multiple interdisciplinary teams/committees (internally and externally) in the conduct of performance improvement, patient safety, risk management, and accreditation activities. Generates statistical reports regarding access to and outcome of care provided for the purposes of process improvement and ensuring optimal patient outcomes and appropriate resource utilization. Nursing Practice: Serves as a resource person to a wide variety of professional health colleagues regarding nursing practice. Promotes established nursing standards by increasing staff awareness of skills pertaining to data collection, diagnosis, approaches to care, assessing outcomes and revising plans related to medical surgical problems. Teaches nursing concepts and procedures. Assists nursing personnel to achieve greater effectiveness in the nursing process by means of scheduled ward in-services, patient care conferences, and assisting in the development of nursing care plans. Serves as the subject matter expert in Root Cause Analysis related to incidents where information may evolve into any of the areas such as risk management, quality assurance, credentials, etc. Support and facilitate the implementation and compliance to standards established for performance improvement, patient safety, care management, utilization management, and credentialing. Keeps abreast of current medical research and trends that result in the delivery of quality care, risk reduction, shorter hospital stays, current treatment procedures, while ensuring fiscal accountability. Evaluates the impact of nursing interventions on fiscal and human resources. Provides training and mentorship to staff while performing direct nursing care, and indirectly through recommendations for care to the primarily nurse/other health professional.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • All Health Care Providers must be able to obtain and maintain current Basic Life Support (BLS) Training and certification that is sponsored or endorsed by the American Heart Association (AHA).
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • A pre-placement medical examination is required.
  • This position is subject to annual seasonal influenza vaccinations. Appointment to this position will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Position is designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
  • This position has specific initial background investigation and periodic re-verification requirements since its duties require interaction with children and youth under the age of eighteen (18) years of age on a recurring basis.
  • May include shift work or rotating shifts (evenings, weekends, holidays).
  • One year trial/probationary period may be required.
  • Applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Nurse (Clinical): Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts. Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Professional Nursing Experience: One or more full years of professional nursing experience which includes providing comprehensive nursing care to a variety of patients, managing the delivery of nursing care and delegating tasks to nursing personnel. This definition of professional nursing experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
