The Technical Career Field (TCF) is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions.The purpose of the position is to accurately forecast and document the organizational budget; and to promote organizational effectiveness and efficiency by ensuring that revenues and expenditures are being used in a timely manner.

Duties

TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is required for success in the field. Individuals selected follow a formal individual development plan for two years during which they are trained and coached by a preceptor who is a subject matter expert within the career field/job specialty. Trainees must remain at the hiring grade level for a minimum of one year. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-11, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. You will ultimately acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. MAJOR DUTIES: Reviews, edits, and consolidates annual and multi-year budget estimates for assigned organizations and programs into a single budget request. Prepares or edits narrative justifications and projected funding needs and ensures that data in requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports. Analyzes forecasts for customers such as the agency and the public their demands for services; and for changes in nature, type, and cost of services produced. Monitors the execution of a budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, reimbursements for services performed, revenue from working capital funds, and trust accounts. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds to ensure that objectives of the annual financial plan are being met on a timely basis, and that funds are available and being properly and effectively used to support program objectives. Qualifications

Specialized Experience: One year of specialized experience equivalent to at least the GS-5 level in the federal service. Specialized experience is experience utilizing the principles, concepts, and methodology of budget formulation to review, edit, and consolidate budget estimates and to adjust data in related forms and schedules; experience determining whether obligations, expenditures, and requested allotments are within funding limitations in the approved budget; and experience using automated software to perform queries and produce reports. -OR- Substitution of Education of Specialized Experience: One (1) year of graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work. Qualifying graduate education would include study in the fields of accounting, finance, business, public administration, economics, statistics, political science, or sociology. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. (Unofficial Transcripts Required) -OR- Superior Academic Achievement: (SAA) at the baccalaureate level in the coursework detailed above is fully qualifying. To qualify for SAA, applicants must have completed all the requirements for a bachelor's degree in a curriculum that is qualifying for and related to the position to be filled and meet one of the following: 1. Rank in the upper one-third of your class in the college, university or major subdivision. 2. A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. 3. A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 4. Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.
