You will serve as a SUPERVISOR IT SPECIALIST (PLCYPLN) in the ENTERPRISE ENGINEERING of NAVWARSYSCEN PACIFIC SAN DIEGO CA.
Duties
You will provide technical, project management, and contract oversight of branch projects, as requested by the division head; setting employee performance expectations and evaluating employee contributions.
You will lead in division and/or department councils, special projects, or working groups.
You will design, engineering, architecture, implementation and management of Information Technology (IT) systems.
You will ensure the integration of all systems components, e.g., procedures, databases, policies, software, and hardware; planning systems implementation; and/or ensuring the rigorous application of information security.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Utilize technical competency and knowledge of the disciplines and functional task areas associated with the group by executing technical tasks with duties to include, but not limited to project management of developmental testing, software integration, testing, networking, information security, information assurance policies, configuration management; managing IT systems processes and budget; establish IT metrics, methods and concepts.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing policy guidance to IT management, staff and customers; defining current and future business environments; establishing metrics to measure and evaluate systems performance and total cost of ownership; ensuring the rigorous application of information
security/information assurance policies, principles and practices in the delivery of planning and management services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Primary responsibilities include providing technical, project management, and contract oversight of branch projects, as requested by the division head; setting employee performance expectations and evaluating employee contributions; maintaining consistent and frequent dialog with each employee.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Selectee will work with designated C2 systems engineers in identifying, committing to, and managing initial and derived project requirements.
In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector Providing technical and project management oversight; knowledge of Systems Engineering, C2 systems and major platforms/weapon systems that employ Tactical Data Links and applying engineering concepts to complex systems of systems architectures; knowledgeable of IT systems processes, project management and cyber security.
