This position is for the Hawaii Volcanoes National Park (HAVO) location, at the Hawaii National Park, in Hawaii.

Duties
THIS POSITION MUST BE CONVERSATIONALLY FLUENT IN HAWAIIAN LANGUAGE AND BE ABLE TO WRITE HAWAIIAN LANGUAGE TEXT FOR GENERAL-PUBLIC AUDIENCES
This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of 4 years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service. The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.The major duties of this position are included to the following:
Organize, maintain, and expand a website and app that contain many diverse, but related individual pages.
Working directly with partners, contractors, exhibit fabricators, graphic designers, and private companies to coordinate creation, fabrication and installation of media products.
Using Adobe Creative Suite to design prepared layouts and finished products for print media (such as brochures, exhibits, flyers, posters, reports, etc.).
Maintaining sufficient working knowledge of new and emerging technologies to continually evaluate and improve media products.
Selecting visual materials (photographs, illustrations, maps, charts, diagrams, etc.) to support text and enhance esthetic appeal of publications and presentations (ideas and concepts).
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
SELECTIVE FACTOR: This position must be conversationally fluent in Hawaiian language and be able to write Hawaiian language text for general-public audiences. The following is required to fulfill the duties of the position and must be present prior to EOD. This additional factor cannot be learned on the job in a reasonable amount of time. Conversationally fluent in both languages: Bilingual in English and Hawaiian. Must be able to work and communicate with park partners and stakeholders in the Native Hawaiian community. THIS IS A BILINGUAL POSITION: Applicants will be required to demonstrate proficiency in Hawaiian language.You must be able to speak, read and write the selected language in order to be considered proficient in that language. If you indicate language proficiency, you may be tested at some point in the hiring process to determine if you possess the required level of proficiency. If you are unable to demonstrate proficiency, you will not be qualified for these positions. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes Providing visual and audio production services using nationally established guidelines and/or industry standards; Planning the preparation and use of visual aspects of printed materials such as books, handouts, bulletins, etc. for use in communicating information through visual means; Producing Web pages and other visual materials using design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign, Premiere); Planning, coordinating, publicizing, and managing special events including distributing information related to all visual medial projects and events. You must include hours per week worked.

EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Master's degree must be in major studies - commercial art, fine arts, art history, industrial design, architecture, drafting, interior design, photography, visual communication, or other fields related to the position. Successful completion of a combination of education and experience as described above. To combine education and experience, first determine the total qualifying experience as a percentage, take the number of months of a specialized experience and divide by 12. Then determine the education as a percentage of the education required; then add the two percentages. Only graduate education in excess of the first year maybe combined with experience to qualify applicants for positions at the GS-09 grade. The total must equal at least 100 percent in order to meet this description. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
