You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION, (Code 840), of the Comptroller Department (Code 800) of TRIREFFAC KINGS BAY.

Duties

You will review requests for the procurement of complex equipment and/or services. You will prepare solicitation documents. You will incorporate provisions such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, testing procedures, cost escalation factors, cost data requirements, and socioeconomic programs. You will award contracts within delegated contracting officer authority, or recommend award to the contracting officer outside delegated authority. You will assist contract administration offices in the administration of contracts including performance of termination actions, until final delivery and payments are completed and the contract is closed and retired You will negotiate contract modifications. You will close out the contract or issue termination notices and review settlement proposals. You will serve as the principal contact for the contract and represent the command in conferences with industry, and State and local government pertaining to the procurement. This is a bargaining unit position. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • The incumbent has 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DOD instruction 5000.66.
  • The incumbent is required by the Office of Government Ethics (OGE) to attend annual Ethics training and file an annual statement of employment and financial interest following SECNAVINST 5370.2 (series).

Qualifications

FOR THE GS-11: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying Federal, departmental or agency, and local contract laws, regulations and procedures applicable to the acquisition and contract administration of extensive or unique equipment or services; Experience planning appropriate strategies to procure complex requirements and to conduct negotiations in the pre-award and post-award phases of contracting; Experience administering negotiation techniques and technical requirements sufficient to procure complex and/or diversified supplies, services, construction, or research and development; Experience implementing contract termination procedures such as analyzing allowable costs and making recommendations; Experience using cost analysis techniques in evaluating price and/or cost data for a variety of pre-award and post-award procurement actions. FOR THE GS-09: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience interpreting Federal, departmental or agency, and local contract laws, regulations and procedures applicable to the acquisition and contract administration of extensive or unique equipment or services; Experience assisting in planning appropriate strategies to procure complex requirements and to conduct negotiations in the pre-award and post-award phases of contracting; Experience understanding negotiation techniques and technical requirements sufficient to procure complex and/or diversified supplies, services, construction, or research and development; Experience assisting in implementation of contract termination procedures such as analyzing allowable costs and making recommendations; Experience using cost analysis techniques in gathering price and/or cost data for a variety of pre-award and post-award procurement actions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree).

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
