WHAT IS THE TAXPAYER ADVOCACY SERVICES (TAS) DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Advocate Service (TAS), Deputy Executive Director Case Advocacy (EDCA), Area 2
The following are the duties of this position at the full working level.
Represents the Area, ITAP or DC TA in the performance of a variety of top liaison assignments, projects and contacts with representatives of other Government agencies and Internal Revenue Service (IRS) officials. Ensures understanding and consideration of the Area, ITAP or DC TA's policies and views. Negotiates on policy matters involving multi-organizational functional and operational areas.
Prepares agency directive, IRM issuances, memoranda, Servicewide policy statements, and other written guidelines and recommendations. Conducts briefings and prepares comprehensive reports to keep top-level managers and executives advised on project plans and progress and to communicate findings and recommendations.
Actively assists in the implementation of the Area, ITAP or DC TA's administrative management and technical decisions, and ensures accomplishment of the desired results. Advises on and oversees the general management of operations, including utilization of resources. Provides technical advice on overall management of programs under the purview of the Area, ITAP or DC TA. Analyzes proposals directed to the Area, ITAP or DC TA for approval, design or review, and develops recommendations for consideration and action as well as alternate proposals as warranted.
Performs independently, or provides leadership to ad-hoc groups, in the conduct of special studies, investigations, or projects. May participate in an Area, ITAP or National Office task force. Analyzes the full range of technical, operational, or any administrative problems that exist or arise within the Area, ITAP or DC TA operation, or one or more offices or programs. This includes supervising, guiding, coordinating, planning, developing, and implementing effective resolutions and/or corrective measures.
Takes a leadership role in the formulation of policies, development of program plans, design and issuance of directives and instructions and the development of recommendations to improve the effectiveness of the entire Area, ITAP or DC TA organization.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of analytical and evaluative methods and techniques, qualitative and quantitative; sufficient to accomplish complex projects or studies broad in scope and magnitude. Experience applying management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations; Experience working with others to prioritize and meet program goals, maintaining relationships with all parties, and communicating effectively both orally and in writing. Experience with the operations, policies, local program objectives, and procedures in taxpayer advocacy; Experience working with various management information systems used in an advocacy organization, i.e., TAMIS, SAMS, and IDRS; Experience in technically accurate and effective case resolution and analyses, based on Internal Revenue Manuals (IRMs), Interim Guidance Memorandums (IGMs) and written communications directed to Taxpayer Advocate; Experience in establishing controls and identifying risks and advocacy improvement opportunities and training needs, effectively communicating those observations/recommendations, based on analyses and/or case examples, to support the organization's Program and advocacy goals.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
