This position is located with the Division of Quality Management, Staff Development Branch at the Gallup Indian Medical Center in Gallup, NM. The primary purpose of the position is responsible in establishing, coordinating, facilitating and assessing the overall service unit education, staff development and new employee orientation programs. Assessing needs, designing, developing, implementing and evaluating a wide variety of clinical education and staff development programs
Duties
Collaborates with all departments supervisors to determine, establish, and evaluate standards for the orientation, training and competency development and verification of employees; determines the effectiveness of those standards to meet The Joint Commission (TJC) requirements for improvement of overall performance.
Coordinates and facilitates with all departments to insure that all new employee orientation is conducted regarding the organization's mission, governance and education required for safe practice within the organization including key safety content and hospital wide and unit specific policies related to infection prevention/control, workplace safety, fire detection and response, personnel regulations, and cultural issues.
Provides program development, planning, coordinating, implementation, and evaluation of education, training and technical assistance in staff education, record keeping of all related information and staff development objectives and goals.
Designs and/or administers a training needs-assessment survey to support staff development and education program for the Service Unit.
Ensures compliance with The Joint Commission standards for orientation, training, and competencies of the employees; works with Performance Improvement in ensuring that information regarding Center for Medicare/Medicaid (CMS) requirements is provided to the clinical staff.

Individual Occupational Requirements:
Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
-OR-
Experience: Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATIONS:
GS-12: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Conducts staff training and technical assistance in staff education. Determines specific training objectives and goals. Develops training plans to meet Agency mission. Reviews, evaluates, approves and authenticates training plans, and programs for continuing education. Identifies shortfalls, conflicts, and opportunities in training plans and schedules. Analyzes and interprets training policies, procedures and programs for staff and training personnel. Identifies resources required to execute proposed training plans, prioritizes training, and recommends alternative resourcing. Responsible for programming, planning, and execution of annual trainings requirements for compliance. Makes assignments based on priorities, difficulty, requirements of the assignment.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
