The primary purpose of this position is: To function as Command Fuels Operations, and Real Property Specialist, Fuels Management Section, Logistics Readiness Division, Directorate of Logistics Readiness, National Guard Bureau (NGB), Air National Guard Readiness Center (ANGRC). Duties

Develops and staffs position/policy for command fuels. Develops ANG policy for 93 wings and associated geographically separated units. Plans overall approach and determines methods of identifying best resources to provide a capability/capacity for fuel support to petroleum working groups, program reviews, updates, internal and external committees, and ANG senior staff. Serves as ANG OPR for all Fuels Infrastructure issues related petroleum product and cryogenic fluids. Plans, advocates for and develops budgets and requirements. Implements and monitors petroleum and missile fuel functions and requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for General Schedule positions, Clerical and Administrative Support Positions, Supply Clerical and Technician Series 2005. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Comprehensive knowledge of supply/fuels policy requirements to function as the principle authority and make on the- spot decisions affecting fuels operations. Knowledge to perform key decision-making and policy development responsibilities in very difficult assignments. Assignments may require the application of new theories, concepts, and/or developments to petroleum problems not susceptible to treatment by accepted petroleum methods, techniques, or procedures. Knowledge of Air Force and Department of Defense Regulations, Manuals and Instructions and ability to interpret operational standards and requirements in order to advise and direct subordinate units in meeting mission mandates. Comprehensive knowledge of management principles, practices and techniques in order to plan, organize, direct and control petroleum resources programs. Knowledge of budget and financial management principles and techniques to develop long and short range goals. Knowledge to exercise initiative, resourcefulness and independent judgment to achieve goals In-depth knowledge of Fuels Automated System (FAS) or its successor system procedures related to fuels management as well as DoD guidelines, procedures and regulations regarding the proper handling, transfer and storage of petroleum products and cryogenic fluids, Extensive knowledge of Department of Defense petroleum systems and requirements to include those offered by U.S. Air Force (USAF), Defense Energy Support Center (DESC), Reserve components and commercial sources In-depth knowledge of acquisition logistics requirements and contract procedures, specification development and contract evaluations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Thorough knowledge of USAF and DoD Fuels Management principles, policies, operations and regulations. Ability to use office automation tools and techniques to design and generate reports, briefing materials, and/or comparable documents as well as the latest automated fuels accounting programs. 2. Thorough knowledge of USAF and DoD fuels receipt, storage and distribution facilities, and maintenance requirements. 3. Thorough knowledge of USAF and DoD sources, responsibilities, and means for providing assistance or advice to resolve complex Fuels and deployment problems. 4. Knowledge of structure, contents, codes, internal and external interfaces, update procedures and uses of automated Fuels and mobilization systems and databases. 5. Thorough knowledge of contractor operations, capabilities, and specific responsibilities of the Quality Assurance Representatives in accomplishing mission goals. High degree of knowledge of environmental laws, safety regulations, policies, procedures, techniques and methods for securing funding from higher agencies for assigned specializations and functions, 6. Ability to plan and organize work and maintain good working relations with a wide variety of personnel throughout DoD and the private sector as appropriate. Ability to effectively develop, prepare, coordinate, staff, and implement policies, procedures, programs, and directives. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
