This position is in the PPPMD, Environmental Resources Branch. The Environmental Resources Branch is responsible for overall environmental compliance of all Portland District civil works actions, including but not limited to general construction (projects in construction), operation and maintenance, and flood control and coastal emergencies The Branch also provides technical expertise on a wide range of biological and cultural resources as part of the project development process.
Duties
Serves as the Portland District (District) expert in Clean Water Act (CWA) and Coastal Zone Management Act (CZMA) laws and regulations, and their potential impact on the wide variety of District programs and projects.
Serves as the District expert and senior staff-level coordinator for all projects pertaining to the CWA and CZMA for civil works programs that include planning, design, construction, operations, maintenance, and permit evaluation.
Participates in Project Development Teams and follows the Corps of Engineers Project Development Business Process.
Prepares Environmental Assessment and Environmental Impact Statement documentation compliant with the National Environmental Policy Act (NEPA), Biological Assessments compliant with the Endangered Species Act (ESA) requirements with minimal supervision.
Performs wetland delineations or coordinates contractors or junior staff to complete wetland delineations.
Serves as the CWA and CZMA compliance liaison between the Environmental Resources Branch and CWA and CZMA regulating agencies.
Initiates, organizes, and leads field visits to collect samples/specimens and to observe and document baseline biological, ecological, aesthetic, and physical environmental conditions in aquatic and terrestrial areas.
Mentors apprentice and journey level staff on various technical issues.
Performs duties of a Contracting Officer's Representative (COR).

Basic Requirement for Biologist:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes applying knowledge of environmental legislation, compliance regulations, and procedures concerning the Clean Water Act (CWA) and Coastal Zone Management Act (CZMA) and related statues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Education
