This position is in Office of Economic and Analytics (OEA), Industry Analysis Division (IAD), Federal Communications Commission (FCC) located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. 

Duties

Identifies key patterns, trends, connections, and insights derived from data, and works to translate findings into easily understood and comprehensive formats, including data visuals. Support the production and operation of data collection tools. Participates in, consults with peer teams, work groups or committees in the establishment of data collection and project execution plans. Supports reviews of business processes and business intelligence applications to recommend whether and how enhancements could be made so that the Office can operate more efficiently and effectively. Supports project planning, development of milestones, and organization of studies to improve quality. Creates automated reports, dashboards and applications using statistical programming technologies and other business intelligence tools for use by management.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.    Candidates must meet the requirements in PART A AND PART B in order to be deemed as qualified. GS-13 PART A-Education Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Please provide a copy of your college transcript. The transcript may be unofficial or photocopy at time of application, but MUST provide the original, if selected. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order to receive credit towards qualifications. Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education. AND PART B-Specialized Experience GS-13 GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-12 grade level in the federal service. For this position, specialized experience is defined as follows: 1. Experience creating complex structured databases of technical, engineering, or financial information. 2. Experience developing requirements for data collection systems with features that include sophisticated error detection and data validation. 3. Experience managing projects to improve the quality of data collection programs. 4. Experience developing reports and formulating data-driven policy recommendations.                                                                                                                                                                                                  5. Experience using SAS, R, SQL, Python, or similar applications to build data models, conduct statistical analyses, and create visualizations GS-14 GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to the GS-13 grade level in the federal service. For this position, specialized experience is defined as follows:  1. Experience creating complex structured databases of technical, engineering, or financial information.2. Experience developing requirements for data collection systems with features that include sophisticated error detection and data validation.3. Experience formulating recommendations for adoption of software applications4. Experience managing projects to improve the quality of information products across agency data collection programs.5. Experience developing reports and formulating data-driven policy recommendations.6. Experience using SAS, R, SQL, Python, or similar applications to build data models, conduct statistical analyses, and create visualizations.  OR Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): 1) Knowledge of advanced analytical, economic, and/or statistical theories, principles, concepts, methods, and techniques needed to support making data driven decisions. 2) Skill using statistical software packages to the analysis of "Big Data" or other unstructured data sets.  3) Skill keeping management informed of progress including anomalies in findings or impediments to completion of the assignment in a timely manner which they are unable to resolve on their own.  4.) Skill in oral and written communications. 5.) Ability to make recommendations and actively involved in the decision-making processes that involve determining the most effective approach to be applied including the most appropriate analytic tools such as complex statistical programming technologies or other business intelligence tools.  PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
