This position is located in the Department of Homeland Security, U.S. Coast Guard, Thirteenth District, Base Astoria (Astoria, OR), Logistics Department, Admin/Personnel Division in Astoria, OR.    

Duties

This position is located in the housing office at Coast Guard Base Astoria (Astoria, OR) in District 13. This position fulfills the role of Local Housing Officer in accordance with the Coast Guard Housing Manual. This position reports to the Personnel Support Department (PSD) Head (F&S Chief Warrant Officer) and overseas the government owned housing program in three geographic housing areas (Garibaldi, OR, Westport, WA, and Astoria, OR) with the largest number of houses being in the Astoria area. The Base has 177 owned houses, including 151 houses located in Astoria, OR, or within 15 miles of Astoria, OR. The position is responsible for Basic Allowance for Housing (BAH) data collection for 2 Military Housing Areas (Portland, OR and Astoria, OR). The position is also responsible for managing the leased housing program in two geographic areas (Portland, OR and Astoria, OR) which includes approximately 25 leases. The position also overseas approximately 70 unaccompanied personnel housing rooms at 4 different units (Station Tillamook, Station Portland, Station Grays Harbor, Station Cape Disappointment). There is potential for a housing program expansion as new cutters are home ported in Astoria, OR.

  • This position requires a National Agency Check with Inquiries (NACI).

Qualifications

To Qualify for the GS-11 Grade Level: Applicants must have one year of specialized experience equivalent to at least the GS-09 in the Federal service.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of qualifying specialized experience include: Managing owned/leased housing program; Working within teams to accomplish set goals; Conducting surveys to identify housing requirements or deficiencies; Locating adequate housing; making recommendations for owned/leased housing allocations; Evaluating housing program objectives and identifying the most economical/efficient management practices to use; Conducting inspection of housing units to evaluate cleanliness, maintenance and habitability of the unit; dispute resolutions over housing matters; Representing the installation at various conferences, civil hearings or negotiations with Federal, state, or municipal organizations concerning current and future housing programs, practices and trends; B. Ph.D. or equivalent doctoral degree OR  C. 3 full years of progressively higher-level graduate education leading to such a degree OR D. LL.M., if related NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Brach, you must disclose this information to the Human Resources Office.
