Duties

WHAT IS THE TRANSFORMATION AND STRATEGY OFFICE (TSO) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: TSO Oversight Coordination The following are the duties of this position at the full working level. Conducts broad in-depth analyses of reports, strategies, previous audit responses, and other relevant documentation (e.g., IRS strategies, past audit responses, roadmaps, and strategic plans, etc.) to identify and provide expert advice on potential issues and problem areas and forecast audit needs. Coordinates with TSO leadership to determine and implement proactive risk mitigation strategies to address and resolve nation-wide problems and provide advice that will inform decision-making related to the development of responses. Identifies new methods or sources of data to achieve project goals, enabling proactive establishment of project plans and schedules to support short and long-term success. Monitors progress towards completion of projects. Manages project plans to complete assignments on time and ensure achievement of established goals. Establishes systems to review, control, and report on project status while managing plans to ensure audit accomplishment. Applies new theories, methodologies, or technology to analyze initiatives, and interpret new legislation or regulations for application to program evaluations using IRS audit systems and processes, and to develop, prepare, review, and recommend for approval agency-wide policy statements, or other written guidelines. Provides expertise relating to all aspects of the audit analysis or inquiry lifecycle, including preparedness, planning, response, and planned corrective action implementation. Develops approaches, goals, and plans to respond to audits initiated or requested by the Treasury Inspector General for Tax Administration (TIGTA), Government Accountability Office (GAO), Taxpayer Advocate Most Serious Problems, Congressional Questions for the Record, etc.

Qualifications

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience applying a range of analytical and evaluative methods, quantitative and qualitative, to develop recommendations concerning effectiveness of organizations, programs, and processes. Experience interpreting a wide-range of laws, policy, and precedents relevant to the Service. Experience using project management principles to effectively lead multiple audit/oversight projects, collaborating with senior stakeholders to achieve target outcomes. Experience with oral and written communication to influence decision-making. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
