Consumer Safety Officer's primary function is to provide expert analysis, staff advice, and assistance to senior level officials and employees within the Agency and assigned Area, and serve as a recognized subject matter expert regarding all areas of public health and food safety. The CSO has direct access to the Supervisory Consumer Safety Officer, who has direct access to the Agency top management for Agency-wide public health and food safety matters.

Duties

Develops a schedule that systematically evaluates program activities and functions to measure the degree of success of Agency food safety programs. Develops new and refines existing programs for the Area, and ensures program compliance. Inspects facilities to evaluate equipment for proper function, premises for adequate sanitation, personnel are properly trained and are performing food safety. provide expert analysis, staff advice, and assistance to senior level officials and employees within the Agency and assigned Area. Serve as a recognized subject matter expert regarding all areas of public health and food safety. The CSO assists the Health & Safety Division, in the development of Agency policy and recommendations that influence DoD regulations. Qualifications

In accordance with the Group Coverage Qualifications Standard for General Schedule (GS) Positions under the General Coverage for Professional and Scientific Positions. Experience: For the GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. This position requires a degree or completion of specific courses in order to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the Basic Qualification requirement section. If the transcript(s) does not clearly demonstrate this, you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent. Degree requirements must be met by the closing date of this job announcement and your transcript(s) submitted must reflect this. If you are selected for the position, an official transcript sent directly from your educational institution will be required for verification prior to appointment. Current employees and anyone who has held this series/grade ARE NOT exempt from the transcript requirement and must still submit transcripts. Applicants must have successfully completed one of the following options: A. Bachelor's or graduate/higher level degree in quality assurance or a related degree that included at least 30 semester hours in one or a combination of the following: consumer laws, biological sciences, food science, chemistry, pharmacy, physical sciences, food technology, nutrition, medical science, engineering, epidemiology, veterinary medical science, legal investigations, law enforcement, or related scientific fields that provided knowledge directly related to consumer safety officer work. The 30 semester hours may include up to 8 semester hours in statistics, or course work that included the principles, theory, or practical application of computers or computer programming (you must submit your transcript and/or foreign credential evaluation with your application). OR B. Combination of education and experience--courses consisting of at least 30 semester hours in the fields of study described in paragraph A above, plus appropriate experience or additional education (you must submit your transcript and/or foreign credential evaluation with your application). AND Minimum Qualifications: Specialized experience: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-12: You must have 1 year of specialized experience equivalent to at least the GS-11, in the Federal service, which includes: experience in Serving as the Freedom of Information and Privacy Act (FOIA\PA) technical authority responsible for developing and coordinating scientific disclosure activities; using scientific knowledge to implement FOIA and ensure compliance for the release of highly technical scientific information of regulated products such as pharmaceuticals, medical devices, biologics, and/or food manufacturing, processing, packing/label, testing, and holding; interpreting FOIA/PA regulations and policy to provide guidance on unprecedented scientific disclosure issues; and performing scientific disclosure analysis to ensure consistent disclosure determinations related to regulated products.
