About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Chief of Staff Knowledge Management at Fort Eisenhower, Georiga.

Duties

Reviews and implements policies and procedures to administer the Army Records Information Management System (ARIMS) throughout HQs ARCYBER. Analyzes and evaluates existing program, processes, and procedures for the purpose of determining compliance and/or formulating recommendations for improvement. Schedules records administrative surveys, compliance reviews, and inspections to evaluate the command’s records management program, gathers results, performs analysis, and reports results to the Command’s Senior RA. Assists the Command’s Senior RA with management, oversight, direction, and evaluation of the records management program for HQs ARCYBER. Responsible for the review, study and analysis of existing manual and automated HQs ARCYBER recordkeeping systems and applies knowledge to one or more component programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • The employee must be able to obtain and maintain a TOP SECRET SCI security clearance.
  • This is a Drug Testing Designated Position. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.
  • TDY of 25% is required.

Specialized experience at the GG 07 grade level would be demonstrated by 1)Manages the efficiency in the life cycle management to include the creation, retention, maintenance, processing, use, access, release, safeguarding, declassification, final disposition of records and documentation 2) organizing records administrative surveys, compliance reviews, and inspections to evaluate the records management program to gather results, performs analysis, and reports results 3) maintaining records management inquiries and actions. OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business, Management, Information management, Records management, or Business Administration (Note: You must attach a copy of your transcripts). OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).NOTE: Grade point averages will be rounded to one decimal point. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Add the two percentages. GG 09 Qualifications: To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience at the GG 09 grade level would be demonstrated by 1) Assisting senior leadership with management, oversight, direction, and evaluation of the records management program within the organization. 2) Maintaining records management training within the organization for tracking purposes 3) Coordinating records retirement to ensure compliance. OR Education: A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position such as: Business, Management, Information management, Records management, or Business Administration (Note: You must attach a copy of your transcripts). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. GG 11 Qualifications:
To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience at the GG 11 grade level would be demonstrated by 1) Implementing policies and procedures to administer the Army Records Information Management System (ARIMS) throughout HQs ARCYBER. 2) Auditing electronic repositories to ensure all records and information are indexed under the correct ARIMS record numbers. 3) constructing office symbols for HQs ARCYBER in accordance with Army Regulation 25-59 (Office Symbols) 4) Performing analytical studies that result in improved procedures, methods, or policies applicable to the mission.

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as: Business, Management, Information management, or Business Administration (Note: You must attach a copy of your transcripts).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
