You will serve as a SUPERVISORY LIBRARIAN in the FLEET AND FAMILY READINESS DEPARTMENT of NAVSTA GREAT LAKES IL.

Duties

You will plan and oversee training and scheduling of all library staff using resources available through NAF personnel offices, Library and Navy specific learning management systems. You will ensure equal treatment of all subordinates and implement EEO policies and communicates support of these policies to all staff members. You will prepare staffing development plans and coordinate evaluations for library employees. You will plan, justify, and execute library budget. You will conduct surveys and apply studies and statistics to make decisions about library services and resources.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) planning budget execution; 2) performing a full range of original cataloging duties for a variety of materials including but not limited to book and audio visuals; and 3) executing a full range of professional library service skills including referencing, cataloging, collection development, acquisitioning, and computer servicing. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

OR

Successful completion of at least 5 years of a combination of college-level education, training, and experience. Education, training, and experience established knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Substitution of Education for Experience: P.H.D or equivalent doctoral degree in library science and or 3 full years of progressively higher level graduate education leading to such a degree and or LL.M degree, if related to the position being filled; OR, a combination of experience and graduate education as described above that equates to one year of experience is sufficient for meeting the minimum qualification requirements for this position.
