This position is located in the Division of Clinical Services at a Service Unit within the Navajo Area IHS. The primary purpose of this position is be responsible for directing and providing physical therapy evaluation and treatment, education, and consultation for the Physical Therapy Program to improve the health and wellbeing of patients through the prevention and treatment of disease, disability and injury.

Duties

The incumbent: Performs a wide range of complex physical therapy related clinical duties requiring an advanced practical knowledge of and training in physical therapy, evidence-based medicine and data collection. Provides a wide variety of advanced physical therapy services for patients having a wide range of complex pathologies including but not limited to burns, strokes, amputees, spinal cord injuries, musculoskeletal and other medical, surgical, and orthopedic pathologies. Consults and participates in coordination of care efforts with patients and multiple health professionals to gain understanding of the nature of problems, assesses physical capabilities, limitations, and motivates participation in therapeutic activities. Determines the objectives, methods, and techniques of therapy to be employed with emphasis on patient needs, and limitations imposed by patient conditions. Conducts therapeutic activities for the various physical and medical problems encountered in order to directly appeal to and meet the treatment needs of patients. Correlates the methods and procedures with a wide variety of complex medical problems, which range from those of a non-traumatic nature to patients, which possess severe physical or mental disabilities including those with secondary complications. Provides orientation on physical therapy procedures for hospital staff, tribal personnel, and other interested personnel through individual conferences, group meetings and teaching sessions. Participates with health care team in providing consultation services on patient management, discharge planning, special equipment and training as appropriate or as assigned.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements: Education: A graduate or higher level degree that included: A physical therapy curriculum approved by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or a professional accrediting organization recognized by the U.S. Department of Education at the time the degree was obtained; and Completion of the clinical requirements prescribed by the school. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physical Therapist from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and must have passed the National Physical Therapy Examination administered by the Federation of State Boards of Physical Therapy (FSBPT). Note(s): Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Applicants who have completed an approved graduate level curriculum and who subsequently completed additional graduate training in a specialized field of clinical practice designed to assure professional competence to practice in the specialty meet the requirements for GS-11. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:GS-11: Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR, One (1) year of specialized experience related to the work of the position and equivalent to at least the GS-9 level in the Federal Service that includes: Meet patient's goals and needs and provide quality care by assessing and interpreting evaluation and test result; determine physical therapy treatments plans, administer physical therapy treatments, instruct patients, families, and caregivers in home exercise programs, program information and conduct in-service training with Physical Therapy staff. GS-12: One (1 ) year of specialized experience related to the work of the position and equivalent to at least the GS-11 in the Federal Service that includes: Perform at the level of clinical expert; serve as clinical mentor for PT residency or fellowship students; apply the latest research to client management to rehabilitate, habilitate, and enhance performance; order or recommend x-rays, CTs and MRIs; refer to specialists as appropriate; limit the patient's activities and/or duty requirements as needed. Examples include most if not all: Planning and carrying out a full range of treatment where therapeutic objectives are complex and the procedures involved require the application of highly specialized skills and knowledge; assess, diagnose, and treat a broad spectrum of neuro and musculoskeletal disorders of diverse complexity; develop advanced techniques to address specific physical therapy requirements, restore maximum health, and functional independence through use of modalities, manual therapy, specialized equipment, and/or education. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
