Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as the base realty officer responsible for planning, organizing, and directing a complex realty program.

Duties

Manages, plans, develops, organizes, administers, and coordinates one or more complex real estate programs. Acquires interest in real property and use rights involving a combination of complicating factors. Determines need for and takes actions to out-grant property in a large metropolitan area. Disposes of excess buildings, facilities, or land involving significant complicating factors; Serves as technical advisor and consultant. Supports the Space Allocation Officers in conducting extensive space utilization surveys involving unusual or special needs and manages the Accountable Property System of Record (APSR) to ensure FIAR, annual Existence and Completeness (E&C) compliance, physical cyclic inventories and linear asset reconciliation.

Qualifications

In order to qualify, you must meet the generalized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. GENERAL EXPERIENCE: Applicants must have at least one (1) year of generalized experience at the next lower grade GS-04 or NH-I pay plan, equivalent in other pay systems. Examples of generalized experience includes managing, planning, developing, organizing, administering, and coordinating one or more complex real estate programs; Oversees the overall planning, direction, and timely execution of program activities. OR EDUCATION: I have successfully completed two (2) years education above high school. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have less than the full amount of experience as described in A and I have less than the full amount of education described in B. Therefore, I have a combination of experience as described in A and education as described in B above. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-04 level or NH-I Pay Plan is required to meet the time-in-grade requirements for the NH-II level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of complex real estate principles, concepts, and practices as well as agency, state and local government procedures and the appropriates statutes and policies along with outgrant procedures, local market situations, and required documentation. 2. Knowledge of property disposal policies and procedures, and policies and procedures for real property documentation and records. 3. Skill in gathering, evaluating, and interpreting data to arrive at valid conclusions and offer meaningful recommendations. 4. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. 5. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
