This National Guard position is for a CONTRACT SPECIALIST, Position Description Number T0047000 and is part of the PA United States Property and Fiscal Office, National Guard.

Duties
As a Contract Specialist, GS-1102-12, you will plan the overall approach to meet contracting program objectives for a variety of requirements with multiple complexities. Oversee the procurement of a wide variety of services, supplies, construction and architect and engineering. Execute post-award contract performance management actions on assigned contracts. Serve as business advisor to a wide range of customers. Perform other duties as assigned.

EDUCATION REQUIREMENT: Applicants must have a 4-year course of study leading to a bachelor's degree with a major in any field.
GENERAL EXPERIENCE: All on-board Title 5 Excepted Service employees assigned to Series GS-1102 positions, must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE: Applicants must have at least one year of contracting experience at the GS-11 level. Specialized experience must demonstrate the following: performing acquisition planning including market research and knowledge of a wide variety of contracting methods that satisfy mission needs and meet customer requirements, advising Contracting Officer Representatives and advising customers on procurement preparation and development of contractually acceptable specifications, work statements, and quality assurance criteria, reviewing procurement requests to assure clarity, adequacy, and completeness, and reviewing contract terms and technical specifications to identify any special requirements.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
