You will serve as the Superintendent, Electronics Science & Technology Division, Naval Research Laboratory, Washington, DC.

Duties

You will be responsible for the conception, planning and formulation of the scientific program of the Division in pursuance of the needs of the Navy and national defense. You will provide comprehensive scientific and technical leadership of the Division, including fiscal integrity and administrative operations. You will define research goals, budgetary requirements, and resources for a staff of approximately 120 personnel including scientists, engineers, technicians and administrative professionals. You will plan, direct, and review the prosecution of broad programs in electronics science and technology to include formulating and developing innovative scientific and technology program proposals. You will market electronics science and technology research proposals to sponsoring activities or executive level management. You will be a recognized authority in the field of electronics science and technology and serve as scientific consultant to the Navy, other Government department, allied foreign governments, and leading universities. You will represent Naval Research Laboratory (NRL) in matters pertaining to research and development in electronics science and technology, and make arrangements for cooperative research with other government agencies or laboratories.

  • May be required to successfully complete a 1-year SES probationary period.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated competence in electronics science and technology which provided a broad and comprehensive knowledge and significant insight on problems of basic and applied research in electronics science and technology; solid-state electronics; radio-frequency, microwave, and millimeter-wave materials, devices and systems; electromagnetic wave propagation; linear and nonlinear electronic materials, devices, and systems; sensors; and sources. Competence can be demonstrated by activities including: publication in referred journals, national and international conference presentations, organization of scientific conferences, and recognition by professional societies. 2. Ability to formulate and develop innovative scientific program proposals in electronics science and technology research that forms the foundation for prototypes and demonstrations building new Naval capabilities. This includes concept development, "marketing" these proposals to sponsoring activities or executive level management and program execution. Included in this is the ability to gain acceptance of the results of highly complex technical program. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
For 0801 Professional Engineering Series:A. Degree: Engineering. Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
(I) Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or
(II) Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or
(III) Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or
(IV) Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

For General Physical Science Series, 1301:
Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics;
-or-
A combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

For Physics Series, 1310:
Successful completion of a degree in physics, or related degree that includes 24 semester hours in physics;
-or-
A combination of education and experience demonstrated by courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either option, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.

For Chemistry Series, 1320:
Successful completion of a bachelor's or higher degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics;
-or-
A combination of education and experience with course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
