You will serve as a Police Officer (Instructor) in the Operations Department of NAVBASE KITSAP SEC DET.

Duties

You will develop law enforcement approaches and methods of instruction to verify the curriculum meet course objectives. You will review personnel certification to operate and carry firearms. You will identify law enforcement employee development needs to verify performance goals are met. You will explain policies, goals, procedures, and regulations to assigned law enforcement personnel. You will be a Cardiopulmonary Resuscitation (CPR) Instructor and Emergency Vehicle Operations Course (EVOC) Instructor. You will be a Small Arms Marksmanship and Non-Lethal Weapons Instructor, including baton and Oleoresin Capsicum (OC) spray. You will be a Speed Measuring Instructor for Radar.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • The DON does not employ individuals for Law Enforcement Officer positions who have been convicted of a crime of domestic violence on or after 27 November 2002. You must submit DD Form 2760, Qualification to Possess Firearms before appointment.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Required to pass a yearly physical and continue to be physically fit.
  • Required to pass Physical Agility Test.
  • This is a bargaining unit position.
  • You must meet the qualifications and be certified to carry a firearm. You will need to maintain firearm proficiency.
  • Completion of the Federal Law Enforcement Training Center (FLETC) Uniformed Police Training Program is a condition of continued employment. Employee will be required to sign a continuing service agreement (CSA) prior to travel to the academy.
  • Must successfully complete a DoD approved Police Training Academy or equivalent course, e.g. Navy Police Officer Academy; a federal or military police academy; or equivalent law enforcement training.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying law enforcement procedures to instruct on Federal and local laws, traffic laws, established rules, regulations, and legal authorities; 2) Preparing instructional methods and theories used in a Police Officer's training environment; 3) Instructing investigative procedures, techniques, and methods to resolve crimes and other incidents; 4) Developing course materials and techniques to train law enforcement personnel.
