THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is a GS-0101-12 SEXUAL ASSAULT PREVENTION AND RESPONSE COORDINATOR (TITLE 5), Position Description Number T5668000 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This is a Permanent Title 5 Excepted Service position. This is a non-bargaining position.

Duties

Implements secondary prevention programs relating to sexual assault. Builds and maintains a BDE response and victim support system which addresses a wide variety of issues and problems. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Establishes sexual assault reporting process and accomplishes documentation for the BDE program while coordinating and collaborating with the State SAPR and subsidiary BDE’s within the State. Advise sand provides direction to BDE personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the BDE CDR’s consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Army core values throughout the spectrum of human relations activities. Develops BDE plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the BDE population and organization to address sexual assault prevention and response. Creates and implements a communication strategy to expand awareness and knowledge of reporting options for sexual assault at the BDE. Presents opportunities for command emphasis on core values and positive behavior. Recruits, screens, interviews, and coordinates appointment of full-time SAPR Victim Advocates (VAs). Assists Commanders to recruit, screen, interview, and coordinate appointment of Wing/Battalion collateral duty SAPR VAs. Guarantees victim advocates are credentialed via DOD Sexual Assault Advocate Certification Program (D-SAACP). Assesses full-time VAs and Battalion collateral duty VAs level of knowledge and performance; conduct or coordinate additional training as needed. Coordinates with the State SAPR for performance related issues and concerns to include suspension and revocation of full-time VAs and Battalion collateral duty VAs credentials’ as applicable and IAW DoD and NGB policy. Enters and manages all BDE SAPR incidents in DSAID IAW DOD and NGB policies and procedures.

Requirements

  • United States Citizenship is required.
  • Federal employment suitability as determined by a background investigation.
  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Creditable Service for Annual Leave accrual may be granted to new employees if he/she possesses superior qualifications essential to the position; and which were acquired through performance in a non-federal or active duty uniformed service position.
  • The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
  • Advanced in hire rate may be granted to set pay above the minimum rate of the grade for a new employee if he/she possesses superior qualifications relevant to the positions' requirements and is essential to accomplish the agency's mission.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience at the GS-11 grade level that provided the ability to analyze problems, identify significant factors, gathering pertinent data and recognizing solutions; prepare reports, plans, policies and various correspondence; evaluate objectives and develop plans to facilitate the availability and effective utilization of various social science resources and knowledge of the organization and its mission and utilized the organizational staff procedures. This specialized experience must also include the ability to apply analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions and experience in managing the function of the work to be performed and experience which includes leading, directing and assigning work of personnel. In order to obtain the D-SAACP, you must not possess any of the automatic disqualifying conditions per DoDI 6495.03 (Section 3.2a. 1-7).

Education

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (Include legible copies of transcripts showing awarded degree with application.)

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

OR

Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
